BISHKEK — United Nations Secretary-General António Guterres on September 2 announced the appointment of Roza Otunbayeva of Kyrgyzstan as his new Special Representative for Afghanistan and Head of the United Nations Assistance Mission in Afghanistan (UNAMA).
