Project To Support Women and Youth Launched in Turkmenistan

A new project developed by the United Nations Development Program (UNDP) in cooperation with the British Embassy has been launched in Turkmenistan to support the country's economic diversification and empowerment of women and youth. The project aims to stimulate sustainable economic growth and increase Turkmenistan's global competitiveness by developing a creative and innovative economy. Narine Sahakyan, UNDP Resident Representative in Turkmenistan, emphasized the importance of unlocking the creative sector's potential to achieve economic prosperity. She said stimulating entrepreneurship and innovation will open new economic diversification and growth opportunities. British Ambassador to Turkmenistan, Stephen Conlon also spoke about the importance of the creative economy, noting the UK's experience in this area. Conlon stated that the creative sector contributes to economic growth, strengthens national identity, and supports local communities, especially in rural areas. Within the project framework, the UNDP plans to launch recommendations for the development of the creative economy and support for entrepreneurship and innovation. One of the key events will be a forum on the creative economy, which will bring together representatives of the government, international organizations, and businesses. The forum will be a platform within which to share experiences and discuss legislative measures to support the creative sector. The United Nations Development Program (UNDP) is actively cooperating with Turkmenistan on various projects aimed at sustainable development. One of the key projects deals with managing the consequences of the Aral Sea crisis. Together with the Government of Turkmenistan, the UNDP is implementing a project aimed at preserving ecosystems in the Aral Sea basin, improving the use of land and water resources, and increasing the sustainability of local communities. Another important project is Digital Transformation, which aims to help Turkmenistan implement advanced inter-agency data exchange systems to improve the efficiency of public services.

Crew of Record-Breaking Cosmonauts Land in Kazakh Steppe

The descent vehicle of the Soyuz MS-25 spacecraft has successfully landed in the steppe of Kazakhstan, near the town of Zhezkazgan. Russian cosmonauts Oleg Kononenko, Nikolai Chub, and NASA astronaut Tracy Dyson were on board. Cosmonauts Kononenko and Chub spent 374 days in space, making their mission one of the longest in International Space Station (ISS) history. This is second only to the flights of Valery Polyakov and Sergey Avdeev, who spent 438 and 380 days in space, respectively, on the Mir station. Tracy Dyson stayed in orbit for 184 days. During their mission, Kononenko and Chub participated in several scientific experiments, took four Progress MS cargo ships, and conducted two spacewalks. The flight was an important contribution to the development of applied and fundamental research on the ISS. The spacecraft landed yesterday at 14:59, Moscow time. Kononenko and Chub's flight was a significant event for the space programs of Roscosmos and NASA. Despite completing their mission, the crew of the 72nd long-duration expedition, including Russian and American cosmonauts and astronauts, continues to work on the ISS. The station crew includes Roscosmos cosmonauts Alexei Ovchinin, Ivan Wagner, and Alexander Grebenkin, and NASA astronauts Donald Pettit, Matthew Dominick, Michael Barratt, Jeanette Epps, Barry Wilmore, and Sunita Williams. The International Space Station (ISS) is one of mankind's most impressive engineering projects. It was launched in 1998, and is the product of 16 countries. The station revolves around the Earth every 90 minutes, allowing the crew to observe 16 sunrises and sunsets daily. In addition, the ISS is the largest object ever built in space, measuring about 109 meters long. The ISS is also considered the most expensive object built by humans, costing an estimated $120 billion by 2014, alone. According to NASA, the ISS "costs about $3 billion a year, roughly a third of NASA’s annual human space flight budget."

Uzbek Parliament Adopts Law on “Undesirable” Foreigners

On September 20, the Senate of Uzbekistan's Oliy Majlis approved amendments to the law regulating the legal status of foreign citizens and stateless persons. The main changes concern those who, through their public statements and actions, threaten Uzbekistan's state sovereignty, territorial integrity, and security. According to Senator Anvar Tuichiev, such persons often provoke interstate, social, and religious discord and discredit the honor and dignity of the people of Uzbekistan. The existing legislation lacks the legal mechanisms to tackle such actions. The amendments adopted establish that foreign citizens and stateless persons who commit such acts will be considered "undesirable," and will be included in the registry of the Ministry of Foreign Affairs of Uzbekistan. Those on the registry will be subject to a five-year ban on entering the country, opening bank accounts, buying real estate, and participating in the privatization of state property. If such a person temporarily or permanently resides in Uzbekistan, they will be given ten days to leave voluntarily. Otherwise, a procedure for their deportation will be initiated. A person can be removed from the register if the reasons for their inclusion are eliminated. The senator also stated that the experience of countries such as Kazakhstan, Azerbaijan, Poland, Belarus, Russia, Ukraine, and China was considered when drafting the law. The amendments will come into force after being signed by President Mirziyoyev. The decision came to make changes to the legislation came amid statements such as that made by Russian politician Zakhar Prilepin in 2023, who proposed that Russia annex Uzbekistan and other former Soviet republics. This provoked a sharp reaction among Uzbek politicians, including deputies Rasul Kusherbayev and Bobur Bekmurodov. The Norwegian Helsinki Committee has said that it fears the new amendments could contradict international standards of freedom of expression, leading to Uzbekistan's isolation.

ADB To Provide Uzbekistan With $300 Million To Support Microfinance

The Asian Development Bank (ADB) will provide the government of Uzbekistan with $300 million to support unbanked or underbanked micro-enterprises. The funds will aim to improve access to finance for micro and small businesses, primarily focusing on supporting women entrepreneurs, which ADB Director General for Central and West Asia, Eugene Zhukov, says will be an essential step towards the country's economic development and job creation. Kanokpan Lao-Araya, Director of ADB's Resident Mission in Uzbekistan, said the loan will help improve the quality of life of entrepreneurs and provide them with new financial opportunities. State-owned commercial banks primarily control Uzbekistan's financial sector, and microfinance organizations occupy only 0.5% of the system. According to Global Findex data for 2021, only 44% of Uzbekistan's adult population has accounts with formal financial institutions, well below the Central Asian average of 58%. The lack of commercial microfinance has led to a severe credit gap, especially among small businesses. Support from the ADB aims to close this gap and develop an inclusive financial system to contribute to the country's sustainable economic growth. The Asian Development Bank was founded in 1966 and has 68 member countries. Uzbekistan joined the ADB in 1995, since which time the bank has provided the country with loans, grants, and technical assistance worth $12.5 billion.

Uzbekistan to Head CIS Interstate Space Council

Uzbekistan will head the Interstate Space Council of CIS countries for 2024-2025, and Shukhrat Kadirov, Director of the Uzbekcosmos agency, was unanimously elected as the council chairman. This decision was made at the Fifth Council meeting, which was held in Tashkent. According to CIS rules, the council's chairmanship is passed alphabetically between the participating countries; Tajikistan held the previous chairmanship. Kadirov proposed enhancing cooperation in space education and initiating joint projects to train young specialists. He also noted that the council faces ambitious tasks, including coordinating within the UN and deepening cooperation in space technologies. In August this year, Uzbekistan announced its accession to the 1967 treaty on the exploration and use of space. It was also reported that Uzbekistan will not send weapons of mass destruction into space; the country has advocated reducing the risk of space militarization. The CIS Interstate Space Council is an organization established to coordinate the efforts of CIS countries in space activities. The Council deals with space research, technological developments, and the implementation of joint projects in the space sphere. The organization's importance lies in strengthening cooperation between the countries in using space technologies for scientific research, communications, and navigation. The Council also works on coordination within international organizations such as the UN.
