Kazakhstan to Develop Nuclear Science Cities in Almaty and Kurchatov

President Kassym-Jomart Tokayev has announced plans to establish two “science cities” in Almaty and Kurchatov to support the development of nuclear energy and nuclear medicine. The proposal was unveiled during a meeting of the National Council on Science and Technology. According to Tokayev, the initiative seeks to consolidate scientific, educational, and industrial infrastructure in regions slated for nuclear power plant construction. The Institute of Nuclear Physics in Almaty is expected to serve as the foundation for a new research hub featuring a multipurpose reactor. A second center will be established in Kurchatov, in the Abai region, in collaboration with the Academy of Sciences, the National Nuclear Center, and local authorities. In a 2024 national referendum, a majority of Kazakhstani voters approved the construction of a nuclear power plant. Earlier this year, the government selected Russia’s Rosatom to build the first plant in the Almaty Region. Two additional plants are expected to be developed by the China National Nuclear Corporation (CNNC), though their locations have not yet been confirmed. Tokayev emphasized the broader applications of nuclear technology, particularly in healthcare. He called for the development of domestically produced radiopharmaceuticals and the establishment of nuclear medicine centers to enhance treatment options for cancer and cardiovascular diseases. The president also addressed the country’s shortage of nuclear specialists. To help close the gap, 20 annual scholarships under the Bolashak program will be allocated specifically for training in nuclear fields. Currently, approximately 70 percent of Bolashak scholarships are directed toward engineering and technical disciplines. Kazakhstan possesses about 40 percent of the world’s uranium reserves. Tokayev noted that developing a domestic nuclear industry would allow the country to complete the nuclear fuel cycle and reduce reliance on uranium exports. A fuel assembly plant was launched in 2021, and the commissioning of nuclear plants is expected to make nuclear energy a self-sustaining sector of the national economy. As previously reported by The Times of Central Asia, in March, the government established a Nuclear Energy Agency to oversee the sector’s development.

From Gas to Gigawatts: Uzbekistan Powers Ahead with Dual Nuclear Deal

Uzbekistan has confirmed it will be building a large nuclear power plant (NPP) with two 1000-megawatt (MW) reactors as the country prepares for a sharp increase in electricity consumption in the coming years. Uzbekistan’s state atomic energy company, Uzatom, posted on September 26 that a new agreement calls for both a large and small NPP to be constructed at the same site in Uzbekistan. The revised plan for NPPs in Uzbekistan combines agreements the country signed with the Russian state nuclear company Rosatom in 2018 and 2024. Uzbek Prime Minister Abdullo Aripov and his Russian counterpart at the time, Dmitri Medvedev, signed a deal in September 2018 for a large NPP with two VVER-1200 reactors.  However, in late May 2024, during Russian President Vladimir Putin’s visit to Uzbekistan, a new agreement was signed for six small reactors, each with a capacity of 55 MW. Preparation work for six RITM-200N reactors started shortly after in the Farish district of Jizzakh Province. In June 2025, Russia’s Ministry of Economic Development said the agreement was restructured. The latest official agreement, signed September 26, 2025, commits to building an integrated NPP with two large VVER-1000 reactors and two small modular RITM-200N units. The Farish facility will be the first to house both a large and a small NPP at the same site. Speaking on the sidelines of the World Nuclear Week conference in Moscow on September 25, Uzatom director Azim Akhmedkhadjaev said, “We are the first in Central Asia to create an innovative solution for the future… (a) project combining advanced small modular reactor technology with time-tested solutions from large-scale nuclear energy.” The new agreement calls for the construction of two VVER-1000 units instead of the original VVER-1200 models. There was no explanation for the change in the type of reactors for the Uzbek facility. Uzbek Deputy Prime Minister Jamshid Khodjaev was also at the conference in Moscow. Hojayev noted Uzbekistan is seeking to increase renewable energy sources so that by 2030, these sources will produce more than 40% of Uzbekistan’s energy. Khodjaev pointed to solar and wind projects in explaining why the small NPPs are necessary. “Large blocks (reactors) provide stable baseload generation, while small blocks cover peak loads and balance the erratic operation of solar and wind farms,” according to Khodjaev. Essentially, the smaller reactors will help ensure a constant flow of electricity into the domestic grid when there is insufficient wind or sun to keep wind farms and solar power stations operating at full capacity. As Much as Possible and More Khodjaev has said that when both the large and small NPPs are operational in 2035, it will add some 15-billion-kilowatt hours (kWh) to Uzbekistan’s power grid. Electricity production in Uzbekistan has risen from some 59 billion kWh in 2016 to about 81.5 billion kWh in 2024. A relatively small percentage of that is exported to neighbors. A recent agreement with Kazakhstan calls for sending some 900 million kWh of Uzbek electricity to its northern neighbor between March and December 2026....

Uzbekistan and Belarus Deepen Nuclear Energy Cooperation

Uzbekistan and Belarus are moving to strengthen bilateral cooperation in nuclear energy, following a high-level meeting in Minsk on August 5. The talks were hosted by Belarusian Energy Minister Denis Moroz and attended by a delegation from Uzbekistan’s Uzatom Atomic Energy Agency, led by Director Azim Akhmedkhadjaev. Discussions covered a broad range of potential collaboration areas, including nuclear infrastructure development, specialist training, radioactive waste and spent fuel management, and integration of nuclear power into national energy systems. “We welcome Uzbekistan’s decision to join the club of states using atomic energy for peaceful purposes and implementing a national nuclear program,” Moroz said, expressing Belarus’s readiness to share its experience. The Uzbek delegation is expected to visit the Belarusian Nuclear Power Plant in Ostrovets, where technical teams from both countries will explore concrete areas for cooperation. Moroz emphasized that the launch of the Belarusian plant has bolstered national energy security and driven innovation in sectors such as electric transport and housing electrification. “The nuclear power plant has become a springboard for Belarus to reach a new technological level,” he said, adding that the facility complies fully with international safety standards. Uzatom Director Akhmedkhadjaev commended Belarus’s progress in the nuclear sector, calling it “advanced and highly successful.” He expressed interest in involving Belarusian experts in Uzbekistan’s nuclear development efforts. The Uzbek delegation also visited the dispatch control center of Belenergo, Belarus’s national energy company, to observe nuclear grid integration in practice. Uzbekistan signed a contract with Russia’s Atomstroyexport, a subsidiary of Rosatom, in May 2024 to build a small modular nuclear power plant in the Jizzakh Region. The design includes six 55 MW reactors with a combined capacity of 330 MW. In February 2025, Uzatom also formed an international consortium to expand its nuclear capacity, incorporating technologies from Russia, China, Europe, and the United States.

China’s CNNC to Build Third Nuclear Power Plant in Kazakhstan

China National Nuclear Corporation (CNNC), which previously secured the contract for Kazakhstan’s second nuclear power plant, will now lead the construction of a third facility, according to First Deputy Prime Minister Roman Sklyar. In October 2024, Kazakh citizens voted in a national referendum in favor of nuclear energy development. Following the vote, President Kassym-Jomart Tokayev announced the need to construct at least two, and ideally three, nuclear power plants. In June 2025, Russia’s Rosatom was selected to build the first plant near the village of Ulken, on the western shore of Lake Balkhash, approximately 400 kilometers northwest of Almaty. Simultaneously, CNNC was announced as the builder for the second facility. Potential locations for this project include Kurchatov, near the former Semipalatinsk nuclear test site in eastern Kazakhstan, and Aktau, the former site of the Soviet-era BN-350 fast neutron reactor in the west. The identity of the third project’s contractor remained unclear until now. Alongside Rosatom and CNNC, South Korea’s KHNP and France’s EDF had been shortlisted. “The third nuclear power plant will also be built by China,” Sklyar confirmed during a press briefing. When asked whether this referred to CNNC specifically, he replied in the affirmative. Kazakhstan’s Atomic Energy Agency and Kazakhstan Atomic Power Plants LLP are currently evaluating potential sites for the second and third nuclear plants. “Work is underway, and I believe the locations will be announced later this year,” Sklyar said. “Each plant requires a permanent source of water and electricity, and the exact districts must be carefully selected.” Meanwhile, negotiations on the intergovernmental agreement for the first nuclear plant, being developed by Rosatom, are ongoing with Russian officials. “Once finalized, the agreement will be submitted to parliament for ratification,” Sklyar added. The first nuclear power plant is planned to have two units with a combined capacity of 2.4 gigawatts and is expected to be operational by 2035. The project is intended to help offset Kazakhstan’s growing electricity deficit, which reached 5.7 billion kWh in January 2025, up from 2.4 billion kWh a year earlier. To meet its current energy needs, Kazakhstan imports electricity primarily from Russia and recently signed an agreement with Tajikistan to purchase additional power from the Rogun Hydroelectric Power Plant.

Uzbekistan to Join International Nuclear Liability Agreement

Uzbekistan is set to join the 1963 Vienna Convention on Civil Liability for Nuclear Damage, following its approval by the Senate during the chamber’s eighth plenary session. According to the Senate press service, lawmakers reviewed and passed the legislation confirming Uzbekistan’s accession to the international treaty. By joining the convention, Uzbekistan will adopt globally recognized legal standards for managing nuclear incidents. The treaty establishes a framework for liability in the event of nuclear accidents and sets out rules for compensating damages. It also mandates that nuclear facility operators provide financial guarantees to cover potential claims. Senators emphasized that accession will strengthen the country's legal framework on nuclear safety, enhance public trust, and promote international cooperation in the sector. “Joining the Vienna Convention means that in the event of a nuclear incident, Uzbek citizens will be better protected, and the country will be part of a global system that ensures compensation is paid fairly,” one official said. The core aim of the convention is to define the legal responsibilities of nuclear operators and ensure a minimum level of financial protection for victims. Officials noted that the move would integrate Uzbekistan into the global nuclear legal regime, enhance systems for insurance and compensation, and clarify the government’s role in regulating the industry. Kazakhstan is currently the only Central Asian country that is party to the Vienna Convention, according to the International Atomic Energy Agency (IAEA). Uzbekistan’s accession will make it the second country in the region to join. Officials also said the decision will deepen collaboration with the IAEA and enable Uzbekistan to participate in additional international initiatives related to nuclear energy and safety. The Senate approved the legislation unanimously at the end of the session.

Rosatom Selected to Build Kazakhstan’s First Nuclear Power Plant

Kazakhstan has announced that the Russian nuclear energy corporation Rosatom will take the lead in constructing the country’s first nuclear power plant. This landmark project, which was greenlit following a national referendum, signals Kazakhstan’s commitment to diversifying its energy sources and marks a significant step in its energy strategy following years of massive energy deficits, which are projected to reach 3.3 billion kWh in 2025. The nuclear power plant will consist of two reactors and will be built near the village of Ulken, on the western shore of Lake Balkhash, approximately 400 kilometers northwest of Almaty. The plant is expected to have an electricity generation capacity of 2.4 gigawatts by 2035, meeting a significant portion of Kazakhstan's future energy needs. This project will restore Kazakhstan's nuclear power generation, which has been absent since the closure of the BN-350 reactor in 1999. Rosatom's selection follows a competitive bidding process that also included major international players, China National Nuclear Corporation (China), Électricité de France (France), and Korea Hydro & Nuclear Power (South Korea). The proposals were assessed based on criteria such as safety, cost, workforce training, nuclear fuel cycle cooperation, and social responsibility initiatives, with Rosatom’s proposal being deemed the most advantageous. Both President Tokayev and the Kazakh Atomic Energy Agency had previously highlighted the importance of forming an international consortium for the project given Kazakhstan’s multi-vector foreign policy. Given current geopolitical events, it remains unclear whether other parties would join a consortium headed by Russia. Efforts are currently underway to secure state export financing from the Russian Federation as part of Rosatom’s proposal. Kazakhstan is the world's largest uranium producer but has relied heavily on coal-powered plants for electricity generation, supplemented by hydropower and an increasing shift toward renewables. The coal industry currently provides fuel for approximately 70% of the nation’s electricity generation. The nuclear power pivot in the country’s energy strategy is aimed at reducing Kazakhstan’s dependency on fossil fuels, enhancing energy security, and addressing environmental concerns. As previously reported by The Times of Central Asia, over the past two decades, air pollution levels in Kazakhstan have remained persistently high despite numerous reform pledges and reductions in specific emissions. Economically, the plant is expected to improve Kazakhstan’s electricity supply reliability, support industrial growth, and create jobs in technology development, construction, and power plant operations. Speaking in January, former Minister of Energy Almasadam Satkaliyev stated that “By 2030, the NPP construction project will create around 5,000 jobs, peaking at approximately 10,000 jobs in 2032. Once operational, the first plant will provide at least 2,000 permanent positions.” The project also includes plans for the localization of equipment and workforce training, ensuring long-term capacity building.
