Uzbekistan Braces for Extreme Heat as Temperatures Could Reach 46°C

Uzbekistan is preparing for extreme heat after the national weather agency warned that temperatures across much of the country could reach dangerous levels this week. Authorities have stepped up emergency measures and urged residents to take precautions. According to Uzhydromet, very hot air masses moving north from the south are expected to affect the country between July 13 and July 17. During the hottest days, daytime temperatures are forecast to reach 41-43°C across most regions, while northern, southern, and desert areas could see temperatures as high as 44-46°C. The weather agency also warned that wind speeds could increase to 13-18 meters per second in some areas, with possible dust storms. The expected heatwave is likely to put additional pressure on Uzbekistan’s electricity network. Citing the regional power distribution company Hududiy Elektr Tarmoqlari, or Regional Electric Networks, local news outlet Daryo reported that electricity demand typically rises during periods of extreme heat as households and businesses rely more heavily on cooling systems. Higher temperatures can also reduce the efficiency of transmission lines and transformers, increasing the risk of technical failures. The company said it has introduced a range of measures to maintain a stable electricity supply and respond quickly to any emergencies. More than 6,500 employees have been assigned to 1,203 emergency response teams operating around the clock across the country. Each team has been equipped with specialized vehicles and equipment, while additional repair materials and spare parts have been stockpiled to deal with possible breakdowns during the summer season. Hududiy Elektr Tarmoqlari said ensuring uninterrupted electricity supplies during peak demand remains one of its top priorities. The company appealed to consumers to use electricity responsibly in order to reduce unnecessary strain on the power system. Emergency authorities have also stepped up public safety efforts. Employees of the Ministry of Emergency Situations have been seen on the streets of Tashkent reminding residents to avoid going outside during the hottest part of the day unless absolutely necessary. The ministry issued a separate warning about the dangers of leaving vehicles in direct sunlight. It said temperatures inside a parked car can rise to between 50°C and 70°C within 50 to 60 minutes, creating life-threatening conditions. “Just one minute of carelessness can lead to irreversible consequences,” the ministry warned. Officials urged drivers never to leave children or other passengers inside parked vehicles, even for a short time, and encouraged the public to take extra precautions to protect themselves, their families, and those around them during the period of extreme heat. The latest forecasts suggest that Uzbekistan will remain under the influence of the hot air mass for several days, with authorities continuing to monitor weather conditions and the country’s energy infrastructure as temperatures approach some of the highest levels recorded this summer.

Kazakhstan Develops Specialized Firefighting Vehicle for Forest Fires

Kazakhstan has developed a prototype of a new high-mobility firefighting vehicle designed specifically to combat forest fires, drawing on lessons from the devastating wildfire that swept through the Abai region in 2023, the Ministry of Ecology and Natural Resources said. In June 2023, a major wildfire broke out in the Semey Ormany State Forest Nature Reserve  in eastern Kazakhstan’s Abai region, killing 14 forestry workers and burning tens of thousands of hectares of forest. Authorities later estimated the damage at more than $354 million. The disaster prompted forestry and emergency response specialists to conclude that Kazakhstan needed specialized equipment better suited to fighting large-scale forest fires. “Following an analysis of the events in the Abai region, it was decided to develop a prototype of a modern, maneuverable firefighting vehicle capable of responding rapidly to forest fires,” the Ministry of Ecology said. The prototype later underwent field testing in the Akmola, Karaganda, Pavlodar, and Abai regions. Engineers incorporated feedback from firefighters and forestry specialists, along with technical requirements identified during firefighting operations. “As a result, a firefighting vehicle was created that meets all the key operational requirements,” the ministry said. The new vehicle is built for off-road conditions and is powered by an engine producing approximately 300 horsepower. It carries a 3,000-liter water tank and is equipped with a high-capacity pump that allows firefighters to combat flames while stationary or moving. The pump system can be operated from inside the cab or directly from the firefighting compartment, providing greater flexibility during emergency operations. The vehicle is also fitted with a rear-view camera to improve maneuverability in low-visibility conditions and difficult terrain. One of the vehicle’s most notable features is an integrated self-protection system. In the event of approaching flames, the system creates a protective barrier around the vehicle, shielding the wheels, cab, and engine compartment from fire. According to the developers, the technology is particularly valuable during large forest fires, where rapidly changing conditions and extreme temperatures can place firefighting crews and equipment at significant risk. Officials say the vehicle has no direct equivalent elsewhere in the post-Soviet region and represents a modern solution tailored specifically to forest firefighting operations. Kazakhstan has increasingly focused on improving its wildfire response capabilities following recent disasters. Heavy Rain and Mudflows Kill Four in Tajikistan

Heavy rain and landslides have swept parts of Tajikistan in recent days, killing at least four people and damaging dozens of homes, as well as roads and farmland. In one incident, a boat carrying students capsized in a river but all the passengers were rescued. Three people were killed and three others were hospitalized in the southern city of Kulob after an overnight deluge, the press office of Tajikistan’s presidency said on Saturday. President Emomali Rahmon expressed condolences and instructed top officials to go to the scene of the disaster and help affected families. Intense rainfall continued over the weekend. One person died and two others were seriously injured in a lightning strike in Kaduchi village on Sunday afternoon, according to Tajikistan’s Committee for Emergency Situations and Civil Defense. The victims were taken to a hospital in the western city of Tursunzoda. Mudflows damaged homes, roads, and other infrastructure in several villages and settlements. Some canals filled with mud, stones, and gravel before overflowing into nearby streets. Emergency workers brought in heavy machinery and pumps to clear debris and water. The boat that capsized on Sunday afternoon was carrying seven secondary school students and their class teacher on the Syr Darya River, which runs through the northern city of Khujand. The group had arrived at a cultural and entertainment park for the excursion. Boatmen and other people rescued the students, according to an official account.

Tajikistan to Gain Access to Emergency Financing Under New World Bank Project

The World Bank Group has approved a Contingent Emergency Response Project (CERP) for Tajikistan, providing the country with a financial instrument designed to enable the rapid reallocation of resources in the event of crises and emergencies. According to Tajikistan’s Ministry of Finance, the mechanism allows up to 10% of undisbursed funds from the World Bank’s current investment portfolio to be redirected annually to emergency needs. This gives the government additional flexibility in managing already allocated resources. The mechanism can be activated following an official declaration of a state of emergency. However, preparations for its use are carried out in advance. Experts note that CERP eliminates the need to seek new funding sources by enabling the rapid redeployment of existing funds. These resources can be used to procure food, water, and medical supplies, provide emergency services with necessary protective equipment, and support the agricultural sector. Assistance to households affected by crises is also provided. The mechanism forms part of the broader Rapid Response Option (RRO) framework, which allows governments to swiftly reallocate funds from ongoing projects to respond to emergencies. Tajikistan has already formally adopted this instrument. The Ministry of Finance also noted that CERP will operate in conjunction with the existing Tajikistan Preparedness and Resilience to Disasters Project. According to officials, the combined use of these instruments is expected to strengthen the country’s capacity to respond to potential risks.

Mosques in Uzbekistan Begin Broadcasting Emergency Alerts in New Warning System

Uzbekistan has introduced a new system for warning citizens about emergencies using mosque loudspeakers, significantly expanding the reach of early warning messages across the country. The initiative was reported by the United Nations Development Programme (UNDP) and is being implemented in partnership with the Ministry of Emergency Situations. According to a UNDP report, the project provides a technical solution aimed at strengthening Uzbekistan’s multi-hazard early warning system. As part of the pilot phase, special alert broadcasting devices have been installed in 272 mosques across seven regions: Fergana, Jizzakh, Kashkadarya, Namangan, Samarkand, Syrdarya and Tashkent. These devices enable authorities to transmit emergency messages through mosque loudspeakers. UNDP noted that mosques were selected because of their established role in local communities, and their wide geographic distribution. Most are equipped with powerful external loudspeakers capable of covering distances of between 500 and 2,000 meters. Since announcements are broadcast outdoors, residents within range can receive alerts regardless of whether they are inside the mosque. Project estimates cited by UNDP suggest that the system could reach around 6.5 million people, including vulnerable groups such as children and the elderly. Another advantage highlighted in the report is its potential reliability during disruptions to mobile networks or electricity supply, when conventional communication channels may be unavailable. UNDP also stated that the initiative forms part of broader efforts to modernise Uzbekistan’s early warning capabilities in response to growing climate-related risks. Alongside mosque-based alerts, 28 large outdoor screens have been installed along major highways in densely populated areas to provide emergency information. The wider project, funded by the Green Climate Fund and implemented jointly by UNDP, the Ministry of Emergency Situations and Uzhydromet, focuses on improving preparedness for hazards such as floods, landslides, avalanches, mudflows and drought, particularly in Uzbekistan’s eastern mountainous regions.
