Uzbekistan Plans Joint Venture to Oversee Nuclear Power Plant

Uzbekistan has proposed creating a joint engineering venture with a foreign partner to provide independent technical oversight of its first nuclear power plant. The venture would review the plant’s design and equipment and monitor construction quality at the site in the Jizzakh region. Uzbekistan’s Atomic Energy Agency (Uzatom) set out the proposal in a September 4 report. The agency has not named potential foreign participants or said when the venture could be established. Construction formally began on June 4 with the first concrete pour for the plant’s first small modular reactor unit. Foundation work is now underway. The project calls for two VVER-1000 reactors and two small modular RITM-200N reactors at a single site. Uzbekistan describes this configuration as an integrated nuclear power plant. Uzatom says design work and construction of external utility networks will continue through the end of 2026. In 2027, authorities plan to order major equipment with lengthy manufacturing lead times. From June 22 to 26, the International Atomic Energy Agency conducted a Phase 2 Integrated Nuclear Infrastructure Review follow-up mission in Uzbekistan. The IAEA said Uzbekistan had made “significant progress” since its 2021 review, while identifying further work needed to improve the nuclear regulator and complete feasibility studies. The final mission report is expected to be published by the agency. Uzatom says the project’s environmental impact assessment has been approved and the necessary permits and licenses have been obtained for the siting and construction of the small modular units. Licensing for the larger VVER reactors is due to continue in 2027. More than 30 companies in Uzbekistan are being considered to supply cables and construction materials for the plant. Uzatom estimates that locally produced goods could account for around 21%, while authorities intend to raise the share above 30%. A specialized 200-hectare industrial zone has been proposed in the Forish district, around 25 kilometers from the nuclear power plant. It could support production in 15 sectors and create up to 2,000 jobs. Domestic firms are also expected to handle much of the work on the site’s utility and transport connections. A new town planned nearby would eventually house up to 33,000 people. At the peak of construction, the project will require more than 10,000 workers and specialists. Authorities plan for local personnel to account for 65%–70% of the workforce. Since 2023, 216 students have graduated from the Tashkent branch of Russia’s National Research Nuclear University MEPhI. Of these, 83 are continuing their studies at universities in China, Hungary, France, Italy, and South Korea. Four universities in Uzbekistan are training around 100 more specialists. Uzatom also plans to use the proposed engineering venture to transfer technical and project-management expertise to local specialists.

Uzbekistan Seeks International Collaboration for Nuclear Energy Project

President Shavkat Mirziyoyev held a meeting on February 10 to review progress in Uzbekistan’s nuclear energy sector and outline future goals. Officials reported that 25 gigawatts of renewable energy capacity will be added over the next five years, generating 64 billion kilowatt-hours of green energy annually. By 2030, the country aims to increase the share of renewable energy to more than 50% of total electricity production. Azim Ahmadkhodjayev, director of Uzatom, discussed the sector’s prospects in an interview with Uzbekiston 24 TV following the meeting. He noted that by 2040, the share of nuclear energy in global electricity production could rise from 9% to 25%. He also recalled that Uzbekistan signed an agreement last year with Rosatom to build a 330 MW small-scale nuclear power plant in Jizzakh. “Our president emphasized that this project should have an international character, with the involvement of various international organizations,” he said. In addition to Russian technologies, the project will integrate Chinese non-nuclear technologies and European software and hardware. “To implement this project, we will create an international consortium using the most advanced technologies,” Ahmadkhodjayev added. To reduce water consumption, the project may incorporate dry coolers from Hungarian or Chinese manufacturers. Uzatom has also developed a cooperation program with the International Atomic Energy Agency (IAEA) to train specialists and ensure safety in nuclear energy projects. Ahmadkhodjayev noted that the president has instructed officials to explore alternative approaches for similar projects in the future.

Uzbekistan and IAEA Agree on Roadmap for Peaceful Nuclear Cooperation

Uzbekistan and the International Atomic Energy Agency (IAEA) have agreed on a comprehensive roadmap to expand cooperation in peaceful nuclear development. The agreement was reached during the meeting on December 4 between Uzbekistan’s President Shavkat Mirziyoyev and IAEA Director General Rafael Grossi, where they discussed broadening bilateral cooperation and exploring new areas of practical partnership. A History of Collaboration Uzbekistan has been a member state of the IAEA since 1994. Over the past three decades, more than 40 joint projects have been implemented with the technical assistance of the agency. Currently, five active projects focus on strengthening Uzbekistan’s legal framework and institutional capacity, as well as advancing nuclear science, healthcare, and related sectors. Mirziyoyev praised the productive results of the IAEA delegation’s meetings with Uzbekistan’s ministries, agencies, and scientific organizations. He also welcomed the upcoming International Conference on Nuclear Energy, which will be held in Samarkand on December 5 with the participation of leading experts in the field. Priority Areas for Cooperation The meeting outlined several key priorities for Uzbekistan-IAEA cooperation, including: • Enhancing the capacity and competence of national agencies. • Preparing high-skilled personnel for nuclear-related fields. • Developing nuclear energy, agriculture, water use, healthcare, and ecological programs under the IAEA’s guidance. Adoption of a Joint Roadmap As a result of the meeting, Uzbekistan and the IAEA agreed to adopt a joint roadmap to strengthen multidimensional cooperation in peaceful nuclear development. Nuclear Power Plant Construction In related developments, The Times of Central Asia has previously reported that Russia’s Atomstroyexport and Uzbekistan’s Directorate for NPP Construction have signed a contract to build a small-capacity nuclear power plant (SCNPP) in the Jizzakh region. The plant will feature a Russian-designed ASMP with a total capacity of 330 MW, consisting of six 55 MW reactors. Rosatom will serve as the primary contractor, with contributions from local Uzbek companies. The collaboration between Uzbekistan and the IAEA, along with the planned nuclear power plant, highlights the country’s commitment to advancing nuclear technology for peaceful purposes while addressing energy and sustainability challenges.
