Extreme Heat Buckles Roads and Strains Power Grids Across Central Asia

Extreme heat across Central Asia in mid-July has buckled concrete highways, pushed electricity demand to record levels, and increased pressure on power grids and ambulance services. Kazakhstan reported road deformation and repeated failures in Almaty, Uzbekistan set consumption and generation records, Kyrgyzstan introduced temporary cuts to protect equipment, and residents in Tajikistan reported local disruptions. Temperatures above 40°C are common in parts of the region, but prolonged heat can strain several systems at once. Demand for cooling rises, road surfaces reach damaging temperatures, and health risks increase. The World Bank says much of Central Asia’s infrastructure was built in the mid-20th century and is overdue for renewal. Kazakhstan’s Roads and Power Networks Struggle Almaty recorded daily temperature highs on three consecutive days. The temperature reached 38°C on July 16, 39.2°C on July 17, and 40°C on July 18. The city’s July record remains 43.4°C, set in 1983. The heat also damaged Kazakhstan’s road network. KazAvtoZhol found temperature-related deformation on six highway sections in the Zhambyl, Pavlodar, and Turkestan regions. The national road operator said concrete surfaces can reach 60 to 70°C, and sometimes higher, during extreme weather. The resulting internal stress can deform concrete slabs. More than 50 workers repaired the affected sections, and traffic continued without restrictions. Road crews were monitoring more than 1,600 kilometers of concrete highway. Almaty’s ambulance service received more than 33,600 calls during the first two weeks of July. Medical officials said many involved sudden spikes in blood pressure and cardiovascular conditions, including coronary heart disease and acute heart attacks. Stroke patients were taken to hospital. Officials advised residents to avoid direct sunlight between 11 a.m. and 5 p.m., drink sufficient fluids, and seek medical help if their condition deteriorated. The city’s electricity network has faced record electricity demand between July 17 and 20 as residents increased their use of air conditioners and other appliances. The Alatau Zharyk Company said technical failures occurred in several districts, sometimes followed by faults on neighboring sections of the network. Thirty-five repair crews were deployed around the clock. The pressure extended beyond Almaty. Kazakhstan consumed 338.66 million kilowatt-hours of electricity on July 14, while domestic generation totaled 314.27 million kilowatt-hours, according to KOREM electricity data. Consumption also exceeded generation on each of the previous three days. Kazakhstan has historically covered such shortfalls through electricity imports, principally from Russia. Record Electricity Demand in Uzbekistan Uzbekistan’s Ministry of Energy warned on July 13 that daily electricity consumption could reach a summer record of 280 million kilowatt-hours, with peak demand rising to between 13 and 13.3 gigawatts. Demand subsequently exceeded that forecast. On July 18, consumption reached 294.4 million kilowatt-hours, 8% above the previous summer record. Peak evening demand rose to 13.7 gigawatts. Power plants produced a record 297.1 million kilowatt-hours on the same day. Despite the increase in production, technical faults caused temporary outages in several districts of Tashkent. UNEP Interview: From Space, Central Asia’s Methane Challenge Comes Into Focus

Satellites are changing the way the world sees methane. What was once an invisible leak from a well, flare, pipeline, landfill, or coal mine can now be detected from space, traced to a specific site, and sent to governments and companies for action. A new analysis by the United Nations Environment Programme’s International Methane Emissions Observatory puts that system to the test. Its Methane Alert and Response System, known as MARS, uses 35 satellite instruments to identify major human-caused methane “super-emitters” and notify those responsible. UNEP says the system has already enabled 41 mitigation cases in 11 countries, covering sources estimated to have released 1.2 million tonnes of methane. For Central Asia, the findings are especially relevant. UNEP’s new data includes a rolling list of the world’s 50 largest satellite-detected methane sources, covering oil and gas, coal, and waste, and shows where rapid action may be possible. Several of those sources are linked to Turkmenistan’s oil and gas sector, placing the region firmly inside a global debate over methane transparency, climate responsibility, and whether satellite alerts can lead to action on the ground. Of the 50 sources featured in the latest UNEP/IMEO snapshot, China has the largest number, while Turkmenistan stands out sharply for Central Asia, with the second-largest individual source and four of the top ten. Methane is shorter-lived than carbon dioxide, but far more powerful in the near term. That makes cutting large leaks one of the fastest ways to slow global warming. The harder question, as UNEP’s latest data makes clear, is no longer only where the leaks are, but who responds when they are found. On April 30, UNEP/IMEO presented the new MARS findings, highlighting the growing role of satellite-based monitoring in identifying major methane sources and pressing governments and companies to act. The Times of Central Asia spoke with Meghan Demeter, MARS Programme Manager, International Methane Emissions Observatory, UNEP. TCA: What does the new MARS data reveal about Central Asia specifically that may surprise readers? Demeter: The latest MARS data products depict the region as one with growing engagement and significant mitigation potential. Responses to MARS notifications are increasing, supported in particular by designated national focal points who play a key role in coordinating follow-up with operators. Based on the published 2025 data alone, the response rate across Central Asia currently stands at 22%. Managing a high volume of alerts requires more effort to achieve very high response rates compared to countries that receive only a handful of notifications. Encouragingly, the region has already recorded nearly 20 mitigation cases, underscoring the strong potential for emissions reductions when large methane sources are identified and addressed. TCA: Why does Central Asia matter in the global methane debate, even if it is not the world’s largest methane-emitting region? Climate Change – A Catalyst for Poverty and Environmental Degradation in Central Asia

Climate change encapsulates the gradual yet profound shifts in temperature and weather patterns over extended periods. While these changes can arise naturally from various phenomena — such as fluctuations in solar energy or significant volcanic eruptions — the advent of the industrial age in the 1800s marked a pivotal point where human influence became the predominant force driving climate change. This influence stems chiefly from burning fossil fuels, including coal, oil, and natural gas. The combustion of these fuels releases vast quantities of greenhouse gases into the atmosphere, creating a thick layer that envelops the Earth and traps heat from the sun, resulting in a steady rise in global temperatures. Carbon dioxide (CO2) and methane (CH4) are the most significant greenhouse gases contributing to this crisis. Carbon dioxide predominantly emerges from driving gasoline-powered vehicles and burning coal for heating. Additionally, the widespread practices of deforestation and land conversion continue to elevate carbon dioxide levels. Methane, meanwhile, is primarily produced through agricultural practices and the extraction processes associated with the oil and gas industries. The sectors that bear the heaviest burden in terms of greenhouse gas emissions include energy production, industrial processes, transportation, building operations, agriculture, and land use changes. The ramifications of this unfolding climate crisis are dire, especially for the world’s most vulnerable populations, particularly those residing in poverty. According to alarming insights from the World Bank, the 74 countries with the lowest income levels contribute a mere one-tenth of global greenhouse gas emissions. Yet, ironically, these nations are poised to endure the harshest repercussions of climate change. Over the past ten years, they have experienced an astounding surge in natural disasters, facing approximately eight times the frequency of such events compared to the 1980s. The effects on the lives of vulnerable populations are profound and far-reaching. Many face severe health challenges, including the prevalence of illnesses exacerbated by inadequate healthcare access. Erratic water supply creates a critical situation, often resulting in polluted drinking water that can lead to waterborne diseases. Additionally, the standard of education for these communities tends to be alarmingly poor, limiting future opportunities for young individuals. Many are forced to relocate as refugees, fleeing conflict and instability, which further complicates their lives. Moreover, those who find employment often encounter hazardous working conditions that put their safety and well-being at significant risk. Climate change presents profound security challenges for Central Asia, a region grappling with the dual threats of environmental shifts and social vulnerabilities. The interplay of climate change with existing fragility intensifies the risks to peace, stability, and security across the globe. This convergence will exacerbate human insecurity and escalate socio-economic and political instability. As a result of these changing climatic conditions, critical resources such as water, food, and energy face increasing threats. Countries already characterized by vulnerability — those grappling with conflict or instability — are among the most likely to experience detrimental effects. Climate Crisis May Drastically Reduce Production in Central Asia

Central Asia may face serious economic losses due to climate change, which may reach a 6.5% annual decline in production by 2060. These figures were announced by Bo Li, Deputy Managing Director of the International Monetary Fund (IMF), at the “New Economic Challenges for Long-Term Development” forum. According to Bo, the Caucasus and Central Asia region is particularly vulnerable to climate change. Soaring temperatures and increasing frequency of droughts and floods are reducing crops, destroying infrastructure, and lowering living standards. “According to IMF estimates, if no action is taken to slow down climate change, Central Asia will lose up to 6.5% of its output annually by 2060,” Bo said. He noted that possible losses could be reduced with joint actions such as reducing carbon emissions, transitioning to a green economy, and adapting to changing climate conditions. As an example, Bo noted the efforts of Kyrgyzstan, that has already started to increase electricity tariffs and reduce energy subsidies, allowing the country to adapt to climate challenges and create new jobs in the “green” sector. Many Central Asian countries are taking steps to reform the energy sector and introduce “green” technologies. For example, Kazakhstan is actively cooperating with several countries to develop renewable energy and reform the energy sector. One key example is the partnership with the United States under the USAID Power Central Asia program. This initiative supports Kazakhstan and other Central Asian countries in modernizing energy markets, introducing clean energy, and encouraging private investment in renewable energy. Uzbekistan is undergoing a major reform of its energy system to reduce subsidies and promote renewable energy. The country plans to increase the share of renewable energy to 25% by 2030, which includes solar and wind energy projects. These measures will help Uzbekistan improve energy efficiency and reduce carbon dioxide emissions. In Tajikistan, USAID is implementing the Power Central Asia program, which supports energy cooperation in the region and encourages using renewable energy to help reduce dependence on fossil fuels and modernize energy systems.

Villages Evacuated After Lake Bursts in Kyrgyzstan

On August 21, 2024, a mountain lake, Zyndan, burst in the Ton district of the Issyk-Kul region of Kyrgyzstan. This caused a sharp rise in the water level in the Ton River and led to flooding of nearby settlements, including Tuura-Suu village and a section of the Tuura-Suu - Temir-Kanat highway. A state of emergency was declared due to the threat of flooding. More than 400 residents of Tuura-Suu village were evacuated and temporarily accommodated in schools in the neighboring towns of Eshperov and Ak-Sai. Using special equipment, rescuers and local authorities channeled Lake Zyndan's waters into the Ton River bed to prevent further destruction. Ministry of Emergency Situations officials, police, and local government officials are continuing to monitor the situation around the clock. Two excavators and three loaders, as well as other necessary equipment to repair the consequences of the breach, are involved in the operation. The breach was caused by intense precipitation and glacial melt, which increased pressure on the lake and led to its erosion. This event attracted the attention of local authorities and international organizations concerned about climate change and its impact on the region. Yesterday, TCA reported on a meeting between the heads of the national emergency departments of Kyrgyzstan, Kazakhstan, Tajikistan and Uzbekistan which was held last week in Cholpon-Ata, Issyk-Kul, which was aimed at broadening cooperation. Following this meeting, powerful mudslides caused by heavy rain struck the region once again, flooding the streets of Cholpon-Ata.  

More Mudflows Flood Homes in Kyrgyzstan’s Issyk-Kul Region

Powerful mudslides caused by heavy rains are again causing damage in Kyrgyzstan's northern Issyk-Kul region. A state of emergency has been declared in three districts. The mudflows descended in several locations in the south and north of the Issyk-Kul region, flooding highways and mountain passes. In the town of Cholpon-Ata, water from the canal has reportedly flooded the streets. Several resorts and vacation homes have also been flooded, and there are power outages in the region. Eyewitnesses have reported that Lake Issyk-Kul has turned green. It is known that dozens of people have been evacuated from the flooded areas. Seven hundred fifty-five rescuers and military personnel are clearing up the damage, but heavy rains are still forecast for the coming days. Other parts of Kyrgyzstan, such as Naryn and Jalal-Abad in the center of the country, are also susceptible to mudflows. “We urge citizens to be vigilant and observe precautionary measures,” rescuers have appealed to citizens.
