Kazakhstan Chairs International Fund for Saving the Aral Sea

Since the beginning of 2024, 1.9 billion cubic meters of water have been sent to the North Aral Sea, raising its volume to 22 billion cubic meters. This announcement was made by Kazakhstan’s Minister of Water Resources and Irrigation Nurzhan Nurzhigitov  at the first meeting of the Board of the International Fund for Saving the Aral Sea (IFAS) on September 18, attended by delegations from  Kazakhstan, Tajikistan, Turkmenistan, Uzbekistan, and Kyrgyzstan ( as an observer country). The IFAS was established in 1993 to unite efforts by participating countries to mitigate the negative impact of the Aral Sea's desertification on the natural environment and the region's population. Discussions focused on progress on two large-scale projects: a program to assist the Aral Sea basin countries, and the Regional Environmental Protection Program for Sustainable Development in Central Asia, which aims to develop the principles of green economy and adaptation to climate change. The meeting commended Kazakhstan's commitment to working in close cooperation with other Central Asian states on preserving the Aral Sea and approved plans for work to be undertaken by the IFAS under President Kassym-Jomart Tokayev chairmanship from 2024-'26. "At the height of this year's irrigation period, up to 80 cubic meters of water per second flowed into the sea along the Syr Darya River, compared to only six cubic meters per second last year. In recent years, the volume of water in the North Aral Sea has been decreasing, but since the beginning of 2024, it has increased again and reached 22 billion cubic meters," stated Nurzhigitov. " To ensure a further increase -  we are strengthening water diplomacy and developing the second phase of the North Aral Sea conservation project." The North Aral Sea, the portion of the former Aral Sea fed by the Syr Darya River, split from the South Aral Sea in 1987–'88 when water levels dropped due to water diversion for agricultural use. According to the Kazakh Ministry of Water Resources, 75% of the flow of the Syr Darya River comes from Kyrgyzstan, 20% from Uzbekistan, and 5% from Kazakhstan.

China-Europe Trade Could Disrupt Saiga Migration, Group Warns

Once close to extinction, the saiga antelope has made a big recovery in numbers in recent years, marking a major conservation success in Central Asia. However, a group that promotes Kazakhstan’s grasslands and wildlife says plans to develop business corridors between China and Europe are likely to affect the saigas, which migrate long distances to find water and pasture.    “Kazakhstan is projected to see significant development of roads and railways in the next decade, as multilateral businesses and governments aim to better connect trade routes between China and Europe through Central Asia. Much of this development is slated to impact saiga range,” the Altyn Dala Conservation Initiative said in a statement on Friday. The conservation group believes its participation in a global project to map migration corridors of ungulates – hoofed mammals – can help to offset the impact of an expected rapid expansion of trade networks on saiga populations, whose numbers in Kazakhstan reached nearly three million in a survey conducted earlier this year. The vast majority of saigas are in Kazakhstan. The Ustyurt saiga population, one of three big concentrations of the species in Kazakhstan, is now among 20 mapped populations, including reindeer in Norway and Finland and zebras in eastern and southern Africa, in an atlas compiled by the U.N.-backed Global Initiative on Ungulate Migration. The project aims to provide tracking and migration corridor information for review by state agencies and others so that the easily available data can be taken into account while planning development.   “We are now focused on mitigation measures for existing developments and assessing if crossing structures will facilitate saiga movements safely across roads and railways, and whether truncated movements can be restored,” the Altyn Dala Conservation Initiative said. Trade between China and the European Union reached 739 billion euros last year, a drop of 14 percent from 2022, according to the European Commission.  China is the EU’s second largest trading partner for goods after the United States. Currently, there are trade tensions between China and the EU. 

Turkmenistan Celebrates Caspian Sea Day

The Caspian Sea Day is currently being celebrated in a series of festive events in Turkmenistan's national tourist zone, Avaza, With a key focus on environmental awareness, specialists from the Nature Protection Society of Turkmenistan have organized a programme of educational activities in schools and public spaces to instil in children, a love and respect for nature, encourage them to live in harmony with the environment, and develop a strong sense of responsibility for nature conservation. As part of the Caspian Day celebrations, the Society has conducted creative contests on environmental themes, exhibitions demonstrating the beauty of nature, photo contests, and cultural and sports competitions dedicated to the flora and fauna of the Caspian Sea. In addition to the above, Turkmenistan has organized international conferences, scientific meetings, and environmental events, with special attention paid to protecting the marine environment, preserving the unique ecosystem of the Caspian Sea, and developing regional cooperation. President Serdar Berdimuhamedov of Turkmenistan has consistently advocated turning the Caspian Sea into a zone of peace, trust, and ecological well-being, and is actively involved in developing trade, economic, and socio-cultural ties in the region. The Caspian Day on August 12 - a date chosen in connection with the instigation of the Framework Convention on the Protection of the Caspian Sea and the Environment from Pollution - has been celebrated annually since 2006, by the five Caspian littoral states: Kazakhstan, Azerbaijan, Iran, Russia, and Turkmenistan.

Bishkek’s Iconic Elm and Poplar Trees Suffering From Beetle Infestation

The larvae of the longhorn beetle (Aeolesthes sarta), commonly known as the woodcutter beetle, are destroying green spaces in Kyrgyzstan's capital Bishkek. The beetle appeared in the city ten years ago, but biologists have explained that its population has recently increased to worrying levels. The situation is being aggravated by the shortage of irrigation water in Bishkek, a result of faulty irrigation facilities. Trees in the capital are beginning to dry out, and their immunity to the effects of larvae infestation is weakening. The longhorn beetle lays its larvae in the bark of a tree, and as it matures, it eats the tree from the inside. The larvae's favorite trees, the elm and poplar, are the most common trees in Bishkek. Unlike other pests, the beetle cannot be irradicated with chemical treatments. Infested spaces must be destroyed completely. The Bishkek Zelenkhoz municipal enterprise, responsible for maintaining the city's green spaces, has reported that 90% of all adult elm trees and half of all poplars in the capital have become infected with longhorn beetle larvae. "Trees with signs of infestation remain green, and do not die immediately. After a while, the top dries up, and then the entire trunk follows. The death process takes about five years," Yuri Borvinok, head of the laboratory for woody and bush plants at the Kyrgyz Academy of Sciences, told The Times of Central Asia. Kyrgyz authorities are having difficulty controlling pests because of current laws. In Kyrgyzstan's populated areas, chemical treatment of greenery is prohibited to prevent harm to people, and burning plant debris such as leaves and branches is also forbidden. "When we used to burn plants and foliage, these measures deterred the miner moth, woodcutter beetles, and other pests; today, nothing prevents the mass spread of beetles," Borvinok said. Municipal officials are looking for an effective method to control the beetles. "Some trees we cut down, take out of town, and burn there. In addition to the elm trees, the woodcutter attacks poplars. There is a danger that it will move to other trees. This beetle can not be taken down by anything. That's why we are planting new species, linden, maple, and acacia," said Zhanybek Zhumaliyev, head of the Zelenkhoz enterprise's planning department.

Uzbekistan Pushed to Clean Up Cities Amid Air Pollution Protests

Uzbekistan's capital Tashkent continues to suffer from high levels of air pollution. According to the IQAir portal, on the morning of August 2 the concentration of PM 2.5 (fine particles in the air) in the city was 5.4 times higher than the WHO base indicator. Protest groups have been holding flash mobs in Tashkent this summer. One participant, Temurkhan Jahangir, believes that the main factor for the city's dangerous air is the government's poor urban planning policy. “The urban development strategy, implemented at the expense of urban densification, was a complete mistake from the start. It is foolish to sell land in the city center and build more buildings between multi-story buildings,” he said. According to the Ministry of Ecology, about 49,000 trees have been illegally cut down in the Tashkent region recently, which has also had a negative impact on air quality. At a meeting on January 29, the country's president Shavkat Mirziyoyev spoke about ecological problems. In particular he criticized the implementation of construction projects that don't consider environmental protection. He instructed the ministry to develop a “master plan” for each city and district of Uzbekistan, for local governors to improve the ecological situation by the end of the year. “On average, 730,000 motor vehicles move in Tashkent every day. In addition, 160,000 to 300,000 motor vehicles enter from the regions. Engines using A-80 gasoline, which does not meet international standards, emit harmful emissions into the atmosphere, exceeding the norm,” the Ministry of Ecology says. Mirziyoyev has also tasked the ministry with comprehensively abandoning A-80 gasoline from 2025 onwards, and developing sustainable public transport. He added that encouraging the population to switch to electric cars must be introduced to support green energy, prevent environmental problems, and reduce harmful emissions.

Kazakhstan Prepares for the Second Phase of North Aral Sea Restoration

On August 1, Kazakhstan’s minister for water resources and irrigation, Nurzhan Nurzhigitov, chaired a meeting on preparations for the second phase of the North Aral Sea restoration project. The North Aral Sea is the portion of the former Aral Sea fed by the Syr Darya River. It split from the South Aral Sea in 1987–1988, when water levels dropped due to water diversion for agricultural use. The meeting reviewed the preparation of a feasibility study for the project. The project consists of three components. The first component improves conditions for fisheries and the aquatic environment in and near the sea, and stabilizes wetlands in the Syr Darya River delta. The second component supports sustainable economic, social, and environmental activities in Kazakhstan’s Kyzylorda region by developing fisheries, livestock farming, tourism, and forest planting. The third component plans to improve water management systems in the Aral-Syr Darya basin. Nurzhigitov commented: "The project being prepared is a continuation of a large-scale project to regulate the Syr Darya River bed and preserve the North Aral Sea, which was implemented between 2002 and 2010 and positively affected the entire Aral Sea region. The second phase covers many different areas — from the stable provision of the North Aral Sea with water to developing economic and social projects."
