Russia Revives Plan to Redirect Siberian Rivers as Central Asia Faces Worsening Water Crisis

The long-contested idea of diverting Siberian rivers to Central Asia has re-emerged after the Russian Academy of Sciences announced on November 14 that it is studying a new version of the project. The updated proposal revives elements of a Soviet-era plan from the 1970s and 1980s that aimed to channel water from the Ob River basin to arid regions of Central Asia. This time, however, the focus is on a closed pipeline system, rather than open canals, to transport large volumes of water to countries facing acute shortages, particularly Uzbekistan, according to Fergana News. Discussions within the Russian Academy had reportedly already begun prior to the announcement. Researchers are now calling on Russia’s Ministry of Science and Higher Education to include a full study of the project in its state research plan. They argue that Central Asia is entering a critical phase of water scarcity that demands long-term strategic solutions. The renewed interest comes amid escalating water stress across the region. Rapid population growth, retreating glaciers, and intensifying irrigation demands have pushed existing water systems to their limits. While some view the proposed pipeline as a potential lifeline for stabilizing regional water supplies, environmental concerns remain central to the debate, echoing the very reasons the original project was shelved. A Long History of Controversy The idea of redirecting northern rivers is not new. It was first proposed in the 19th century by Ukrainian-born engineer Yakov Demchenko, who envisioned transferring water from the Ob and Irtysh rivers to replenish the shrinking Aral Sea. In the Soviet period, the concept gained political traction. By the late 1960s, it had entered official planning discussions, prompting detailed studies by the Academy of Sciences, the State Planning Committee, and the Ministry of Water Resources. In 1970, the project was formally designated a state priority, with plans for transferring up to 25 cubic kilometers of water annually. Extensive technical documentation was produced, and construction began on supporting infrastructure, including the Irtysh-Karaganda canal. Designs for the main channel envisioned a span of more than 2,500 kilometers and a capacity exceeding 1,000 cubic meters per second. However, by 1986, the project was halted due to mounting economic pressures, scientific opposition, and growing awareness of potential environmental risks. Experts warned of large-scale flooding, disruptions to groundwater, damage to fish stocks, displacement of Indigenous communities, and unpredictable impacts on permafrost and regional climate systems. Renewed Debate in a Region Under Stress Though shelved in the late Soviet era, the project has resurfaced multiple times since the collapse of the USSR. Former Moscow mayor Yuri Luzhkov advocated for its revival in 2002, and Russian and Kazakh presidents discussed it publicly in 2010. Yet concerns about environmental and geopolitical ramifications have consistently stalled progress. Meanwhile, the water crisis in Central Asia has only deepened. Central Asia Faces Growing Water Risks as Qosh Tepa Canal Nears Completion

Kazakh media, Inbusiness.kz, reports that discussions within the Russian Academy of Sciences have revived a decadesold idea to redirect Siberian rivers toward Central Asia. Researchers have proposed that Russia’s Ministry of Science and Higher Education include a study of the project in its state research plan, arguing that the region is entering a critical phase of water scarcity. This renewed debate comes as Afghanistan advances construction of the Qosh Tepa Canal, a massive irrigation project in the country’s north. The first 108 kilometer section began operating in 2023, and work on the second phase is nearing completion. Once fully operational, the 285 kilometer canal is expected to divert more than 15% of the Amu Darya river’s flow to irrigate around 550,000 hectares of farmland in Afghanistan’s drought-prone regions. Construction began in March 2022 and its impact is already being felt across Central Asia. Experts warn the canal could reduce Uzbekistan’s water supply by around 15% and Turkmenistan’s by up to 80%, which may lead to lower crop yields, job losses, rising poverty and even potential migration or tensions. Scholars in Kazakhstan note rising alarm. Ravshan Nazarov, an associate professor based in Tashkent, said that failure to address water shortages could trigger mass population movements. He argued that redirecting Siberian rivers, though technically complex and costly, may become unavoidable. He warned that if Russia does not share its water resources, it might eventually face “an influx of 100 million refugees.” Data from the Food and Agriculture Organization (FAO) show that Turkmenistan is the region’s largest water consumer, using 53 cubic kilometres annually despite a population of just about 7 million. Experts attribute this to ageing infrastructure, high evaporation losses and a lack of concrete-lined canals. Meanwhile, Kyrgyzstan has faced water shortages since 2020.

Transboundary Water Inflows Boost Lake Balkhash Levels

Kazakhstan received 10.2 billion cubic meters of water from China in the first half of 2025 through transboundary rivers, the country’s Ministry of Water Resources and Irrigation announced. Of this total, 4.6 billion cubic meters were supplied via the Irtysh River and 5.6 billion cubic meters via the Ili River. The increased inflow from the Ili River has enabled the Kapchagay Reservoir in the Almaty region to reach full capacity for the second consecutive year. This marks a significant improvement, as 2024 was the first time in a decade the reservoir had filled completely. As a result, 8.52 billion cubic meters of water have been directed downstream to Lake Balkhash since the beginning of 2025. Located approximately 280 kilometers northwest of Almaty, Lake Balkhash is one of Asia’s largest inland lakes and ranks fifteenth globally by surface area. Due to improved water flows, the lake’s water level has risen by an average of 32 centimeters since January. The Ili River alone contributes nearly 70% of Lake Balkhash’s inflow, underscoring its critical importance to the lake’s ecological balance and water levels. Nagima Azhigulova, head of the Department of Water Cooperation with China and Russia at the Ministry, stressed the growing significance of bilateral water management efforts. “In March of this year, Kazakhstan and China signed a Memorandum of Understanding on water cooperation for the first time,” she said. “The agreement focuses on the rational and sustainable use of water resources, the adoption of modern technologies, alternative water sourcing, experience-sharing, and joint training of specialists.” Three major rivers that flow through Kazakhstan, the Irtysh, Ili, and Emel, originate in China, highlighting the strategic importance of cross-border water diplomacy. A recent report by the Eurasian Development Bank (EDB), titled The Irtysh River Basin: Transboundary Challenges and Practical Solutions, offers an in-depth analysis of the Irtysh River’s role in regional water security. At 4,248 kilometers, the Irtysh is the world’s longest transboundary tributary and, along with the Ob River, forms the longest river system in Russia. Flowing from China through Kazakhstan and into Russia, the Irtysh plays a vital role for all three countries and requires close trilateral coordination to ensure the sustainable management of its resources.

Biodiversity Experts Tell Banks to Halt Projects That Endanger Central Asia’s Rivers

On March 14, World Rivers Day of Action, international environmental organizations issued a stark warning about the future of Central Asia’s key rivers and lakes. A coalition, including Rivers without Boundaries, International Rivers, Friends of the Earth US, Urgewald, and CEE Bankwatch Network, called on major international development banks to reconsider their funding policies for hydropower projects. According to environmentalists, Central Asia already has more than 300 large dams, with over 200 additional projects either planned or under construction, many with financial backing from international banks. In a joint statement addressed to the World Bank, the European Bank for Reconstruction and Development, the European Investment Bank, the Asian Development Bank, the Eurasian Development Bank, the Islamic Development Bank, and the Asian Infrastructure Investment Bank, the groups expressed concern over the rapid expansion of dams in the region. They argue that these hydropower projects are fragmenting rivers, destroying natural habitats, and violating human rights. Despite UNESCO World Heritage protections and other conservation measures, environmentalists warn that increased international funding for both large and small hydropower projects could irreversibly damage Central Asia’s rivers. A newly published map by Rivers without Boundaries identifies the region’s most valuable and vulnerable freshwater ecosystems. If all planned projects are completed, nearly all of Central Asia’s river systems will be fragmented, including those that remained untouched during Soviet-era hydroengineering efforts. “Dams and reservoirs in Central Asia are often presented as necessary for water conservation and energy development,” said Evgeny Simonov, international coordinator of Rivers without Boundaries. “However, global experience shows that this approach is often economically inefficient and environmentally destructive.” Andrey Ralev, a biodiversity specialist at CEE Bankwatch Network, emphasized the severe impact of hydropower projects on the Amu Darya and Syr Darya rivers, which have already contributed to the Aral Sea crisis. “Their mountain tributaries still support unique biodiversity. Development banks should support their protection, not finance destructive hydropower projects,” he said. Katharina Lu, a senior manager at Friends of the Earth US, highlighted the growing impact of climate change and biodiversity loss on river ecosystems and local communities. “International development banks must stop blindly supporting hydropower and instead consider decentralized energy solutions with less environmental impact,” she said.  

UNESCO Concerned About Plans to Develop Western Tien Shan

UNESCO has expressed concern over the plans of Kyrgyzstan, Kazakhstan, and Uzbekistan to develop natural areas of the Western Tien Shan, a World Natural Heritage site. This concern was realized after a visit by UNESCO and the International Union for Conservation of Nature (IUCN), which was a joint mission to these countries to assess the state of the site and the impact of economic activity on it. The public foundation (PF) “Rivers Without Borders” stated this in its report. According to UNESCO, the “Western Tien Shan” is a transboundary site in the Central Asian Tien Shan mountain system, one of the seven largest mountain ranges in the world. The altitude of different sections of the Western Tien Shan varies from 700 to 4503 meters. The site consists of diverse landscapes characterized by a vibrant biodiversity. The Western Tien Shan region is important globally as it is the birthplace of several fruit tree species and is characterized by diverse forest types and unique plant life. In Kyrgyzstan, evidence of the illegal mining of gold within the territory of the World Heritage Site was revealed. In addition, a powerful hydroelectric power plant is planned to be built on the Chatkal River, which may flood protected areas and disrupt the landscape. The construction of the Talas-Chatkal-Tashkent highway along the reservoir will only aggravate the ecological situation. In Kazakhstan, the authorities plan to build a cascade of hydropower plants on the Ugam River, which could destroy the current river ecosystem. Part of the river's flow will be directed through a 210-kilometer pipe for use in other regions of Turkestan region. Experts expressed severe concerns about destroying the natural ecosystem and possible consequences for local flora and fauna. The situation is no less alarming in Uzbekistan: the Chatkal and Ugam rivers have already been dammed, significantly altering their natural landscape. During the visit, the experts said that bulldozers and excavators are already changing the course of the Ugam River, channeling it into artificial channels to construct several small hydropower plants. Rivers Without Borders also oppose these projects, pointing out that they violate international standards and UNESCO requirements. The organization's chief specialist, Evgeny Simonov, stressed that implementing the projects without appropriate environmental assessments and consultations with UNESCO violates the Convention for the Protection of the World Cultural and Natural Heritage. The report on the mission's results is expected to be presented at the next session of the UNESCO World Heritage Committee in 2025 in Sofia, Bulgaria.
