Afghanistan’s Electricity Restored Following Supply Issues from Uzbekistan and Turkmenistan

The Afghan Power Supply Company, Da Afghanistan Breshna Sherkat (DABS), recently announced disruptions in electricity imports from Uzbekistan and Turkmenistan. This has left many regions in darkness and sparked public dissatisfaction over the lack of a reliable power supply. The interruptions stemmed from technical problems on the Uzbek side and hurricane-related issues in Turkmenistan. Uzbek authorities confirmed that they were working to resolve the issue swiftly. On December 15, DABS confirmed that the technical issues had been resolved and normal electricity supply from both Uzbekistan and Turkmenistan had been fully restored. Afghanistan relies heavily on electricity imports from neighboring countries, particularly Uzbekistan. In 2023, Uzbekistan extended its contract to export electricity to Afghanistan, underscoring the continued energy partnership between the two nations. In earlier discussions, Afghanistan offered Uzbekistan opportunities to invest in its natural resources, including oil, gas, and copper deposits in the provinces of Ghazni and Herat, along with the potential to establish mineral processing plants.

Endangered Great Bustard Named Tajikistan’s Bird of the Year

The great bustard, also known as the red-breasted bustard, has been named the bird of the year for 2025 in Tajikistan. The decision, announced on December 11, followed a vote by the National Academy of Sciences​. The rare bird, locally called dugdogi zebo, is listed in both the International Union for Conservation of Nature (IUCN) Red List and the Red Book of Tajikistan, signifying its endangered status. Since 2007, Tajikistan has annually designated a bird of the year to raise awareness about avian conservation. Previous honorees include an owl, corncrake, pheasant, paradise flycatcher, Tibetan eagle, peregrine falcon, white stork, and oriole. The common turtle dove has held the title this year​. The great bustard resides in Tajikistan as both a breeding and migratory species. Experts estimate that only 23 breeding pairs inhabit the country, though the population temporarily rises to 50-60 individuals during migration periods. Slightly larger than a domestic hen, male great bustards have a body length of 65-75 cm and weigh between 1.8 and 3.2 kg, significantly smaller than the common bustard, which can weigh up to 15 kg. Omnivorous by nature, the bird’s diet includes fruits, seeds, leaves, flowers, locusts, beetles, and small reptiles. Known for their cautious behavior, great bustards avoid human contact and prefer to hide or flee when threatened. Their average lifespan in the wild is approximately 20 years. Globally, the International Bustard Conservation Foundation, supported by the UAE government, leads efforts to protect the species. To date, the foundation has bred over 480,000 bustards in captivity and released 285,000 into the wild​. In Kazakhstan, the foundation releases great bustards into the wild while simultaneously issuing hunting licenses for $1,280 per bird, catering to Arab hunters. Uzbekistan hosts an Emirati conservation center in the Kyzylkum Desert, dedicated to breeding and protecting the species, as well as releasing them into their natural habitat​. Despite these international initiatives, Tajikistan has yet to leverage Arab funding or hunting tourism to support conservation efforts. Utilizing such resources could bolster the great bustard population while generating additional economic benefits.

Solid Waste Recycling Plant Under Construction in Bishkek

Bishkek municipality has announced progress on the construction of a solid waste recycling plant at the city’s sanitary landfill, supported by a Chinese investor. Concrete foundations are being poured, and equipment and components for the facility have begun arriving from China. Currently, over 180 Chinese workers and engineers are active at the site. On March 29, Kyrgyzstan’s Cabinet of Ministers and the Chinese investor signed an agreement for the plant’s construction. The facility will generate electricity by incinerating municipal solid waste. In its initial phase, the plant is expected to process 1,000 tons of waste daily, with plans to increase capacity to 3,000 tons per day. The project’s total investment amounts to approximately $95 million, with construction slated for completion in December 2025. Addressing a Growing Problem Solid waste disposal has long been a critical issue in Kyrgyzstan, particularly in Bishkek, the nation’s largest city. According to the 24.kg news agency, the per capita production of waste is rising. Almaz Oskonbaev, an official from the Ministry of Natural Resources, Ecology, and Technical Supervision, reported that 1.792 million tons of solid waste were collected nationwide in 2023, a significant increase from 1.177 million tons in 2019. This equates to approximately 279 kilograms of garbage per person annually. Bishkek’s sanitary landfill currently receives around 200 tons of waste daily from the city and its suburbs, according to landfill director Nurlan Jumaliev. A New Landfill to Complement Recycling Efforts In a bid to improve waste management, Bishkek inaugurated a new sanitary landfill on October 31, 2023. Supported by the European Bank for Reconstruction and Development (EBRD) and the European Union (EU), this facility complies with both national and EU environmental standards. With a storage capacity of 1.9 million cubic meters, it is expected to accommodate the city’s waste disposal needs for at least a decade. The construction of the recycling plant represents a significant step forward in addressing Bishkek’s mounting waste challenges while contributing to sustainable energy production.

Mysterious Caspian Sea Shipwreck Discovered Near Aktau

Fishermen on the Kazakhstani port of Aktau, on the Caspian Sea, have reported the discovery of a mysterious shipwreck approximately 1.5 kilometers from Cape Melovoy. The outline of the vessel, estimated to be about 70 meters long and 15 meters wide, became visible due to the shallowing of the water in the area. The location of the wreck has been identified at 43°0′0″ north latitude and 51°0′0″ east longitude. Satellite imagery available through Google Maps corroborates the fishermen’s accounts. A representative of a logistics company that monitors vessel traffic suggested that the wreck appears to be relatively recent. While the discovery has generated significant local interest, no official investigation or underwater survey has been conducted yet. Bahramzhan Novruzov, an instructor at the Typhoon diving center, confirmed plans to explore the site in May 2025. The origin, condition, and potential significance of the wreck remain unclear. Further analysis will be necessary to determine whether the vessel holds historical, commercial, or other value. This discovery adds to a series of recent findings in the Caspian Sea, where falling water levels have exposed numerous wrecks. In Tupkaragan Bay, for example, the remnants of dozens of vessels have surfaced, revealing what some have called a “ship graveyard.” Additionally, divers from the Russian Geographical Society have been investigating the Caspian seabed for vessels dating back to the era of Peter the Great, seeking to pinpoint their exact locations. Underwater surveys planned for next year are expected to shed light on the mystery surrounding the Aktau wreck and contribute to the growing body of knowledge about the maritime history of the Caspian Sea.

Harnessing Diplomacy: Qosh Tepa Canal as a Bridge to U.S. Influence in Central Asia

The Center for the National Interest, a Washington, D.C.-based think tank, has released a report titled Afghanistan’s Qosh Tepa Canal and Water Security in Central Asia. The report outlines how U.S. support for the Qosh Tepa Canal project could provide an opportunity for the incoming Trump administration to strengthen its influence in the region. Project Overview Currently under construction in northern Afghanistan, the Qosh Tepa Canal aims to divert water from the Amu Darya River to support agriculture and economic growth. The canal will stretch 287 kilometers, with a depth of 8.5 meters and an average width of 100 meters. Once completed, it will irrigate more than 1.2 million acres of farmland and generate approximately 200,000 jobs in northern Afghanistan. While the Taliban has championed the project as a cornerstone of Afghanistan’s development, the canal poses significant challenges for downstream countries reliant on the Amu Darya, particularly Uzbekistan and Turkmenistan. Concerns include potential water scarcity, environmental degradation, and heightened regional tensions. Implications for Central Asia The report highlights that the canal could exacerbate existing disputes over water allocation in a region already plagued by scarcity. Unlike its Central Asian neighbors, Afghanistan is excluded from water-sharing agreements rooted in the Soviet era. The poorly designed Soviet canals along the Amu Darya continue to undermine water security in the region decades after their construction, a fate experts hope to avoid with Qosh Tepa. Recommendations for U.S. Engagement The report urges the United States to seize this opportunity to engage Afghanistan and the broader region diplomatically and technically: 1. Support for a Well-Engineered Canal The United States should advocate for a well designed canal that prioritizes water-use efficiency. By offering technical assistance and backing the project in principle, the U.S. could pave the way for multilateral development banks, such as the World Bank, the European Bank for Reconstruction and Development, and the Asian Development Bank, to provide financial and technical support. 2. Promote Regional Water Diplomacy Washington should encourage negotiations for a regional water-sharing agreement among Afghanistan, Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan, and Uzbekistan. 3. Assist Downstream States Additional investments in modernizing irrigation systems in Uzbekistan and Turkmenistan could mitigate the canal's impact on downstream water availability. Strategic Context The report underscores the geostrategic importance of Afghanistan and Central Asia, which border three of Washington’s primary global competitors: China, Russia, and Iran. By supporting the Qosh Tepa Canal project and fostering regional water-sharing cooperation, the U.S. could counterbalance the growing influence of Beijing, Moscow, and Tehran in the region. A Watershed Moment As construction progresses into its second phase, involving thousands of workers and heavy machinery, the Qosh Tepa Canal stands at the nexus of development and diplomacy. The report concludes that U.S. involvement in this critical project could serve not only to address Central Asia’s pressing water security challenges but also to reinforce Washington’s strategic position in one of the world’s most complex geopolitical arenas.

France to Help Kazakhstan Preserve Lake Balkhash

Kazakhstan’s Ministry of Water Resources and Irrigation, the French Development Agency (AFD), and the French Geological Survey (BRGM, Bureau de Recherches Géologiques et Minières) have signed a cooperation agreement to preserve Lake Balkhash. The agreement was formalized on December 4 at the One Water Summit in Saudi Arabia, attended by Kazakhstan President Kassym-Jomart Tokayev and French President Emmanuel Macron. Located 175 miles northwest of Almaty, Kazakhstan’s largest city, Lake Balkhash is the world’s fifteenth-largest lake. Under the agreement, the French side will allocate a grant of 1.35 million €uros to Kazakhstan’s Ministry of Water Resources and Irrigation to develop sustainable water management for the lake. The project includes a comprehensive study of the Lake Balkhash basin to create a long-term preservation plan through 2040. Minister of Water Resources and Irrigation, Nurzhan Nurzhigitov explained, "The trilateral agreement with AFD and BRGM is aimed at studying and sustainably managing water in the Lake Balkhash basin. The document provides for measuring and analyzing the state of water, modeling climate and anthropogenic influences, and forecasting the water balance until 2040. One of the goals of the project is to optimize the operating mode of the Kapchagay Reservoir to stabilize the level of Lake Balkhash. Based on the results of the study, measures will be taken to clean the rivers [feeding Balkhash], prevent soil degradation and water pollution, develop fisheries and ecotourism, and create a regulatory framework for the protection of the lake." At the summit, Kazakhstan’s Special Representative for International Environmental Cooperation, Zulfiya Suleimenova, announced that Kazakhmys Corporation, one of the country’s leading private companies, will contribute $5 million to preserve the ecosystem of Lake Balkhash and adjacent wetlands. In November, The Times of Central Asia reported that 13.5 billion cubic meters of water had been sent to Lake Balkhash via the Ili River from the Kapchagay Reservoir in 2024, raising the lake’s average water level to 341.6 meters above sea level. The Ili River, which originates in China, provides about 70% of Lake Balkhash’s water. Earlier in May, reports indicated that Balkhash’s water level had risen by 23 centimeters since the start of the year, largely due to increased rainfall and snow-melt floods during spring. Additionally, Kazakhstan and China have begun negotiations on the joint management of trans-boundary rivers, including the Ili. As previously reported by The Times of Central Asia, a key focus for Kazakhstan in these talks is to maintain optimal water levels in Lake Balkhash.
