Afghanistan Advances Qosh Tepa Canal While Urging Regional Water Cooperation

Uzbekistan just hosted the Tashkent Water Week forum, and the speaker many wanted to hear from was the representative from Afghanistan. Central Asia and Afghanistan are being hit hard by climate change. This region has endured several droughts already this decade, and indications are that this year will bring drought again. Hanging over the forum was Afghanistan’s plan to complete the Qosh-Tepa Canal in 2028, which will draw water from a river that Central Asian countries also use and further complicate the regional water situation. [caption id="attachment_18865" align="aligncenter" width="1280"] Qosh Tepa Canal, artist's rendition; image: TCA, Aleksandr Potolitsyn[/caption] Our Fair Share The forum, which actually spanned only two days, March 25-26, brought together some 80 speakers and more than 1,200 delegates from 19 countries. In the past five years, Central Asia has seen noticeably diminished precipitation, melting glaciers, and record high temperatures, making water conservation a priority. The last days of March saw temperatures soar into the 30s Celsius in southern Kazakhstan. In both Kazakhstan and Kyrgyzstan, there were record-high temperatures in February. Rainfall for the last three months of 2025 was also far below normal across Central Asia. When the Taliban government announced in early 2022 that it would build the 285-kilometer-long, 100-meter-wide, 8.5-meter-deep Qosh Tepa to irrigate lands in northern Afghanistan, it added another water concern to Central Asia, particularly the governments in Turkmenistan and Uzbekistan. Afghanistan’s Deputy Minister of Water and Energy, Mujeeb-ur-Rahman Omar, led the Afghan delegation at the Tashkent Water Week. At the forum, he repeated his government’s position that historically, Afghanistan has taken only very small volumes of water from the Amu-Darya River basin, while its northern neighbors have been using large amounts for irrigation for decades. “We believe in the fair and sustainable development of the region,” Omar said, adding, “We intend to develop (water resources) on a legal basis, in accordance with the legal rights of the countries in the region.“ Omar is correct that under international law, Afghanistan has an equal right to water from the Amu-Darya, one of Central Asia’s two great rivers. The river currently marks the border between Afghanistan to the south, and Tajikistan, Uzbekistan, and a small section of Turkmenistan to the north. There is no separate regional water use agreement between the Central Asian states and Afghanistan. Since none of the Central Asian governments officially recognize the Taliban as the legitimate Afghan government, Russia is the only country that does at the moment, there is no possibility of a legal treaty on water use being signed. So, shortly after the construction of the canal is finished in 2028, some 20% of the water in the Amu-Darya, starting from the point just west of the Tajik-Uzbek border, will be diverted into the Qosh Tepa canal. Opinion: The Integration of Afghanistan into Central Asia

Shared rivers and joint water management can shape a new regional partnership Central Asia and Afghanistan sit on the same rivers, yet often behave as if they belong to different regions. Water ties them together more firmly than any border, but the politics of the past have kept Afghanistan outside the regional system. Today, as climate pressures intensify and development accelerates on both sides of the Amu Darya, the case for integrating Afghanistan into Central Asia has never been stronger. And the path to that integration begins with water. The debate around the Qosh Tepa Canal makes this evident. Afghanistan was never part of the agreements that govern the Amu Darya River (Protocol 566 of the Soviet Union and the Almaty 1992 agreement). It did not sign allocation protocols and never joined regional basin institutions. Still, it was expected to follow rules it had no hand in shaping. Now, that old arrangement has reached its limit. The canal will bring new agriculture to the north of Afghanistan, but downstream states depend on the same river. The real question is not whether Afghanistan should develop, but how to shape that development jointly so the river can sustain all sides. Central Asia already has cooperative models that Afghanistan could join. Uzbekistan and Tajikistan have shown how two neighbors can jointly manage a transboundary river through their collaboration in hydropower on the Zarafshan. Kyrgyzstan, Uzbekistan, and Kazakhstan have signed a similar mechanism with the KambarAta-1 project, which will generate energy and regulate seasonal flows for downstream agriculture. These experiences show that once countries share responsibility for a river, trust can grow and benefits expand. Afghanistan can become part of this regional architecture. The 161-meter-high planned dam on the Kokcha River, set to generate 445 megawatts of electricity, offers a clear entry point. A jointly governed dam on this river would give Afghanistan energy, while downstream states would benefit from its flow in terms of agriculture. When operations are transparent and agreed upon, water becomes a field of cooperation rather than tension. Energy trade adds another layer of opportunity. Central Asia has a long record of exchanging electricity and gas in return for upstream releases. Uzbekistan and Kazakhstan have done this with Kyrgyzstan for many years through a joint water and energy agreement. The same model can work with Afghanistan. The country needs power, and it can offer coordinated water management in return. A structured energy for water arrangement would give Afghanistan an incentive to cooperate and offer Central Asia predictability. Agriculture is another arena where cooperation promises immediate gains. Uzbekistan’s policies on water-saving technologies offer a strong example. They subsidize drip, sprinkler systems, canal improvement, land levelling, efficient pumps, and even solar-powered irrigation. These investments reduce water losses while increasing yields only if their rebound effect, such as further expansion of agriculture, is controlled. Kazakhstan and Germany Partner on Sustainable Water Management

Kazakhstan’s Ministry of Water Resources and Irrigation and the German Water Partnership (GWP) signed a Strategic Partnership Agreement on October 8 aimed at enhancing bilateral cooperation in sustainable water management. The agreement will allow Kazakhstan to adopt international best practices and advanced water-saving technologies, strengthen climate resilience in the water sector, improve flood and drought response, and expand training for water-sector professionals. GWP is Germany’s leading water-sector network with a strong international focus. It brings together around 300 companies, trade associations, and institutions from business, science, and research. German expertise is already contributing to Kazakhstan’s digital projects in water resource forecasting, modeling, and accounting. German technologies are also being used in the construction of hydraulic infrastructure across the country. Following the signing, Deputy Prime Minister Kanat Bozumbayev and GWP Managing Director Boris Greifeneder discussed plans to deepen cooperation. One key proposal was the establishment of a Kazakh-German Water Innovation Hub, to be housed at the Information and Analytical Center of the Ministry of Water Resources and Irrigation, with GWP’s support. In a related initiative, the Kazakh-German University (DKU), the National Academy of Sciences of Kazakhstan, and the Kazakh National Agrarian Research University, supported by Germany’s Hanns Seidel Foundation, recently launched a new scientific and educational hub: the Kazakh-German Nexus Institute. Headquartered in Almaty, the Nexus Institute will focus on developing evidence-based policies for sustainable land and water use in Central Asia. Water resource management remains a critical priority for Kazakhstan, particularly in the country’s arid southern regions where agriculture depends heavily on efficient irrigation systems.
