Astana LRT Carries One Million Passengers in First Two Weeks, Mayor Says

Astana Mayor Zhenis Kassymbek has announced that the city’s newly launched light rail transit (LRT) system, which connects the capital’s international airport with Nurly Zhol railway station, carried one million passengers during its first two weeks of operation. The elevated rail project, designed to bypass traffic congestion on city roads, was launched in 2011. Authorities initially planned to complete construction by 2017, in time for the international EXPO exhibition hosted by Astana. However, the project was suspended in 2013 amid rising costs, and a subsequent attempt to revive it two years later also failed to move forward. In 2019, authorities in Kazakhstan opened a criminal investigation into allegations of cost inflation and the embezzlement of public funds allocated to the project. Former Astana LRT chief Talgat Ardan and former deputy mayor Kanat Sultanbekov were accused of embezzling nearly 30 billion tenge, or approximately $79 million at the exchange rate at the time. In May 2023, both men were sentenced in absentia to seven years in prison. Despite the controversy, city authorities ultimately decided to complete the project, arguing that dismantling the partially built infrastructure would cost nearly as much as finishing construction. In May 2026, the first LRT line linking the airport and Nurly Zhol railway station officially entered service. One of the main concerns raised by critics was whether residents would embrace the new transport system, particularly given its higher fare. A single LRT trip costs 200 tenge ($0.41), compared with 110 tenge ($0.23) for a bus ride. However, Kassymbek said the system’s early performance had exceeded expectations. “Since the launch of the LRT, passenger traffic has reached one million passengers in just two weeks,” Kassymbek wrote on Instagram. “Daily ridership now stands at approximately 65,000-75,000 passengers. These figures demonstrate strong demand for the city’s new rail transit system among both residents and visitors. I thank all passengers for actively using the LRT, for their trust in the new transport system, and for their responsible attitude toward the infrastructure.” Each LRT train can carry up to 600 passengers. Fifteen driverless trains currently operate on the 22.4-kilometer line, with an additional four trains held in reserve. The system includes 18 stations and a maintenance depot. A full end-to-end journey takes approximately 40 minutes, with trains operating at average speeds of 50-60 kilometers per hour. Service intervals range from five to six minutes. Planning is also underway for the second phase of the network, which would run from Astana-1 railway station, the city’s older rail terminal, through the Zhagalau residential district on Astana’s western outskirts and onward to Kosshy, a fast-growing satellite city south of the capital. Astana Launches First Light Rail Transit Service After Years of Delay

Kazakhstan has officially launched Astana’s long-awaited light rail transit (LRT) system, connecting the capital’s international airport with Nurly Zhol railway station. President Kassym-Jomart Tokayev took part in the inauguration ceremony despite previously expressing doubts about the project’s viability. The Astana LRT project, envisioned as a high-speed elevated transport system designed to bypass road congestion, was first launched in 2011. Authorities initially planned to complete construction by 2017, ahead of the international EXPO exhibition hosted in the capital. However, the project was suspended in 2013 because of rising costs. In 2015, Astana’s city administration attempted to revive the initiative with the participation of a consortium of Chinese companies, China Railway International Group Limited and Beijing State-Owned Assets Management Co., Ltd., but the contractors later withdrew because of financing problems. The system officially entered service this weekend, with Tokayev personally attending the launch ceremony. During a visit to the Unified Dispatch Center, which is responsible for monitoring and regulating Astana’s public transport system, including the LRT network, Tokayev described the opening as significant not only for Astana but for Kazakhstan as a whole. Tokayev said the capital should eventually become a major transportation hub for Eurasia. Former Head of Astana Metro Project Detained in Turkey

Kazakhstan’s National Security Committee (KNB) has confirmed the detention of Talgat Ardan, the former head of the Astana Light Rail Transit (LRT) project, in Turkey. Ardan, who had been placed on an international wanted list, is accused of embezzling significant budgetary funds allocated for the capital’s metro system. Legal proceedings against Ardan stem from a major corruption case that surfaced in 2020. A criminal trial launched in Astana that autumn revealed the alleged embezzlement of billions of tenge earmarked for the LRT’s construction. In May 2021, seven individuals were sentenced to prison terms ranging from seven to ten years. Two key figures, Ardan and former Astana deputy mayor Kanat Sultanbekov, were named as the scheme’s organizers and subsequently added to Interpol’s red notice list. “In September 2019, the General Prosecutor’s Office of the Republic of Kazakhstan submitted an extradition request to Turkey’s Ministry of Justice. Following this, Turkish authorities initiated a search. This year, the KNB confirmed Ardan’s whereabouts, and he was detained by law enforcement in Antalya,” the committee’s press service reported. On May 9, a court in Antalya approved his deportation to Kazakhstan, where he remains in custody pending extradition proceedings. An Astana court had previously found Ardan guilty in absentia under Articles 189, Part 4, and 361, Part 4 of the Criminal Code, covering the embezzlement of budget funds and abuse of office. He was sentenced to nine years in prison. Investigators reported that KZT 5.8 billion (approximately $11 million) was misappropriated during the construction of the LRT line. Ardan led the project from 2014 to 2017. The Astana LRT was originally slated for completion before the Expo 2017 exhibition but suffered repeated delays due to financial shortfalls. In 2022, President Kassym-Jomart Tokayev questioned the viability of the project, pointing to its 22-kilometer route and limited utility. He suggested repurposing the already-installed infrastructure. Nevertheless, city authorities opted to continue construction. Then-Mayor Altai Kulginov argued that dismantling the partially built system would cost more than completing it.
