Herat Tribal Peace Paves Way for Central Asian Connectivity Projects

In Herat province, a long-standing conflict between the Timuri and Achakzai tribal communities has officially ended. With the mediation of local authorities, religious scholars (ulemas), and community elders, peace was sealed by a public handshake. While the event may seem local in scope, it carries wider significance for Afghanistan and the broader Central Asian region. The Timuri-Achakzai feud is emblematic of a broader pattern across Afghanistan’s periphery: limited resources and the absence of effective distribution mechanisms. Disputes over land and water, exacerbated by droughts, shifting river courses, and inadequate irrigation infrastructure, had long fueled tensions over pastures and access to irrigation ditches. Compounding the problem, the disputed areas serve as a critical logistical junction, with both groups vying for control over transit routes. By the early 2020s, the conflict had calcified into a cycle of blood feuds. Traditional mediation efforts had collapsed, and the return of refugees from Iran, along with internal migration, further inflamed tensions as undocumented land claims surged. Weak central governance and legal ambiguity deepened the divide. A turning point came in 2023-2024, when Herat’s provincial leadership, working with ulemas and tribal elders, revived dialogue. The key to de-escalation was the realization of mutual dependence. Both groups faced declining agricultural yields, shrinking incomes, and reduced access to state and international aid. Their shared losses laid the groundwork for a symbolic public reconciliation, restoring a platform of trust. This reconciliation has practical implications for Central Asia. The proposed Turgundi, Herat-Kandahar-Spin Boldak railway, a critical trans-Afghan infrastructure project, passes through Timuri and Achakzai territories. Until recently, their rivalry posed a major risk from land disputes to construction security. Now, with both communities demonstrating their readiness to cooperate, political and transactional risks are receding. Herat’s peace agreement offers lessons for regional stakeholders invested in trans-Afghan corridors. First, infrastructure projects in Afghanistan require social engagement. Tribal structures must be included at every stage. Second, economic interdependence can be a catalyst for peace. When communities understand the tangible benefits of cooperation, they are more inclined to compromise. Third, local reconciliation creates what might be called a “social corridor.” The Achakzai and their related kin are present not only in Herat but also in Kandahar and Spin Boldak, spanning the planned railway’s route. Their buy-in transforms the line from a logistical corridor into a corridor of trust. This development is a strategic signal for the region. Localized Afghan conflicts can either block or enable integration efforts. Every grassroots peacebuilding success strengthens the region’s broader architecture of stability. Uzbekistan is eyeing the Trans-Afghan Highway. Turkmenistan is seeking to develop its connection through Turgundi. Kazakhstan is exploring how to link its rail networks with South Asia. Kinship Clans in Modern Kazakhstan: Historical Continuity and New Realities

Ancestral ties are seemingly embedded in the DNA of every Kazakh. This tradition, rooted in antiquity, reflects the clan structure that historically shaped Kazakh society. The notions of zhuz (a set of clans) and ru (clan) largely determined the social organization of the nomadic lifestyle. Kazakh society traditionally consisted of three zhuzes, the Older, Middle, and Younger which in turn united many clans. The zhuzes were large tribal unions, a kind of higher-level “horde” that included dozens or even hundreds of distinct clan groups (ru), while ru referred specifically to a group of close blood relatives. Such clan structures formed the basis of traditional society. Historical Roots: The System of Zhuzes and Shezhire The origin of the three Kazakh zhuzes remains a subject of historical debate. In early written sources from the 17th century, the names of the zhuzes had not yet been formalized. Chronicles described only a geographic custom: those living in the upper reaches of a river were called the “Big zhuz,” those in the middle the “Middle zhuz,” and those in the lower reaches the “Younger zhuz.” The 16th-century work Majmu al-Garaib mentions Kazakhs but notes that the terms Uly zhuz, Orta zhuz, and Kishi zhuz were not yet in use. The classical three-zhuz system only fully formed by the late 17th to early 18th century, during the reign of Tauke Khan (1680-1715), when the Kazakhs united under a single Kazakh Khanate. According to a legend recorded by traveler G. N. Potanin, one ruler gathered 300 warriors and divided them into three groups: the first hundred, Uly zhuz, were settled upstream along the Syr Darya; the second hundred, Orta zhuz, in the middle; and the last hundred, led by the chief Alshin, downstream as Kishi zhuz. These legends provide a cultural explanation for the emergence of the zhuzes, though historians stress there is no single agreed version. Hypotheses range from military-administrative divisions into “wings” to the influence of geography and climate across Semirechye, Saryarka, and Western Kazakhstan. Alongside the zhuz system, clan identity was reinforced through genealogical chronicles, shezhire, in which Kazakhs recorded their ancestors’ names and clan history. Knowledge of seven generations (jeti ata) was obligatory for every Kazakh and was absorbed “with mother’s milk”. These genealogies had practical implications: knowing one’s lineage helped determine kinship laws, including prohibitions on marrying within the same clan. The clan was not just a social structure, but a fundamental part of identity. As publicist Khakim Omar wrote: “The main idea of the shezhire is revealed in the close connection of ancestors’ and descendants’ names, in the continuity of generations,” allowing a person, through genealogy, “to define their place in the world”. Transformation of Tradition in the Soviet Era Under Soviet rule, internationalism and a break from “tribalism” were officially promoted. Kazakh Zhuz and Rus: From History to the Modern Day

The zhuz are tribal unions that have played an important role in the history and culture of the Kazakh people. There are three main zhuzes in Kazakhstan: the Senior Zhuz, the Middle Zhuz, and the Younger Zhuz. Each includes several tribes which have their own unique traditions and customs. In general, zhuz began to form in the XVI-XVII centuries, when Kazakhs united to protect their lands from external threats. The Senior Zhuz occupied the southern and southeastern regions, the Middle Zhuz occupied the central and northern regions, and the Younger Zhuz occupied the western and northwestern territories of Kazakhstan. Each zhuz had its own system of governance and societal norms. In addition, each zhuz had its own ru, which in Kazakh means patriarchal clan, descended from one ancestor of the seventh tribe or more. Some of the most common ru include: Dulat: One of the largest clans of the Senior Zhuz, known for its historical significance and large numbers. Naiman: An important clan of the Middle Zhuz, which has played a significant role in the history of the Kazakh people. Argyn: Another major clan of the Middle Zhuz, known for its warriors and cultural traditions. Adai: A clan of the Younger Zhuz which is famous for its traditions and history. Today, zhuz continue to play an important role in the life of Kazakhstan. People remain proud to belong to a particular zhuz and ru, passing on its culture to their children. For example, Kamila, a 20-year-old student from Almaty says she is honored to belong to the Argyny ru, and she and her family try to preserve its traditions. “Our tamga, which in Kazakh means ancestral family sign, is a sign of infinity, and everyone in our family has a sign of the clan hanging. We are very proud of it, and I feel a connection to this symbol.” Yerzhan, a 27-year-old, programmer and student of photography from Taraz, is proud of his Naiman background. “They often say about us that we’re brave, courageous and strong-willed, because our ancestors fought with the armies of Genghis Khan,” he told TCA. Asel from Shymkent, a 21-year-old student at the Taraz State University, an aspiring musician who plays the dombra, feels a connection with her ancestors from the Younger Zhuz, namely the Adai ru, and tries to follow their example. “My grandfather told me that many batyrs, Sufis, biys and akyns came from Adai. Beket-ata is especially famous. Perhaps that's why I began to study music. There is a story that it was Adai ru who developed a special technique of playing the dombra which is known as the Mangistau school.” Kazakh zhuz and rus remain an important part of the history and culture of Kazakhstan, and continues to live in the hearts and minds of people, preserving their traditions for future generations.
