Forum to Attract Foreign Investment in Turkmenistan’s Energy Sector to be Held in Paris

The Forum to Attract Foreign Investments in Turkmenistan’s Energy Sector will take place on April 24th and 25th, 2024 in Paris. The Forum's organizers are the State Concerns Turkmengaz, Turkmennebit (Turkmen oil), and the State Corporation Turkmengeology in partnership with the Turkmen Forum and U.K.-based GaffneyCline, according to the official website of the event. The purpose of the Forum is to expand the opportunities for attracting foreign direct investment in all aspects of the energy industry of Turkmenistan, and to strengthen regional dialogue on further sustainable development of the energy sector. Upstream, midstream and downstream opportunities will also be addressed. The Forum will bring together leading national and international energy companies, as well as experts who shape the future of the oil and gas industry not only in Turkmenistan, but also in the wider region. Turkmenistan has repeatedly stated that increasing production and diversifying the export of its hydrocarbon resources is a priority task of the country’s oil and gas sector.

Turkmenistan and UAE to Expand Oil and Gas Cooperation

On January 4th and 5th, the National Leader of the Turkmen people, Chairman of the Halk Maslahaty (People’s Council) of Turkmenistan, Gurbanguly Berdimuhamedov made a working visit to the United Arab Emirates. On the 4th in Abu Dhabi, Berdimuhamedov had a meeting with the President of the UAE, Sheikh Mohamed bin Zayed Al Nahyan, during which they discussed the intensification of bilateral cooperation in a number of promising areas, the Turkmen Foreign Ministry stated. On the second day of the visit, in Dubai, the Berdimuhamedov held a meeting with the Chairman of the Board of Directors of Dragon Oil, Saeed Al Tayer, during which they discussed the possibility of expanding bilateral cooperation, taking into account the accumulated experience of prior joint work and Turkmenistan’s plans for the further development of its fuel and energy sector. Berdimuhamedov emphasized that the energy policy pursued by Turkmenistan aims at increasing the volume of production and refining of oil and natural gas, as well as exporting more energy resources and finished oil and gas chemical products. For that purpose, Turkmenistan is engaged in the construction of the Turkmenistan-Afghanistan-Pakistan-India (TAPI) gas pipeline, designed to give impetus to the socio-economic development of the entire region. The third stage in the development of Turkmenistan’s giant Galkynyş gas field is expected to become the source for ensuring the supply of natural gas through this pipeline. Berdimuhamedov invited partners and investors from the UAE to participate in the implementation of new energy projects for the construction of gas pipeline infrastructure intended for the export of Turkmenistan’s natural gas. During the visit, a Memorandum of Understanding was signed between the State Concern Türkmengaz and the Abu Dhabi National Oil Company (ADNOC), stating the intention of the parties to attract strategic partners for the development of the third stage of the Galkynyş field and their possible participation in the implementation of energy projects related to the construction of gas pipeline infrastructure.

Kazakhstan Increases Tariff for Russian Oil Transit

KazTransOil JSC, an oil pipeline company of Kazakhstan that provides services for the transportation of oil to the domestic market, for transit and for export, has stated that starting from January 1st, 2024, the tariff for the pumping of Russian oil for transit through the territory of Kazakhstan along the Kazakhstani section of the Tuymazy-Omsk-Novosibirsk-2 (TON-2) main pipeline is to be increased. The tariff will now be $11.28 a ton per 1,000 km, the Kazakh company said. The main oil pipeline TON-2 passes through the territory of Kazakhstan and the Russian Federation. The 186.25 km long Kazakh section of the TON-2 oil trunk pipeline supplies oil to the Pavlodar Petrochemical Plant (northern Kazakhstan) and transits Russian oil to the People's Republic of China and Uzbekistan.

Natural Gas Production in Uzbekistan Down by 4.5 Billion Cubic Meters in 2023

According to Uzbekistan’s Statistics Agency, over the eleven months of 2023 to December, Uzbekistan reduced natural gas production by more than 4.5 billion cubic meters compared to the same period last year. From January-November, 42.7 billion cubic meters of gas was produced, compared to 47.3 billion cubic meters in 2022. Official statistics also recorded a decrease in the country’s oil production by 12,000 tons from January-November. In recent years, Uzbekistan’s natural gas industry has experienced problems due to the depletion of reserves at existing fields. This year, Uzbekistan started importing natural gas from Russia through Kazakhstan. A government meeting chaired by President Shavkat Mirziyoyev earlier this month focused on maintaining natural gas production volumes at existing fields and discovering new reserves. The meeting considered ways of transitioning to geological drilling at a depth of 6-7 kilometers using advanced technologies. It was stated at the meeting that in recent years, the depth of geological exploration has been increased from 2-3 kilometers to 4-5 kilometers. In 2024, it is planned to carry out seismic work on an area of 3.5 thousand square kilometers and drill new exploration wells.

Large Gas Condensate Field Put into Operation in West Kazakhstan

On December 21st, the Rozhkovskoye gas condensate field was put into commercial operation in the West Kazakhstan region. The Rozhkovskoye field was discovered in 2008. By 2040, the field is expected to produce 14.2 billion cubic meters of natural gas and 7.1 million tons of condensate. The field is operated by a joint venture which includes Kazakhstan’s national oil and gas company, KazMunayGas (50%), the Hungarian company, MOL Group (27.5%), and the Chinese Sinopec (22.5%). To date, about $534 million has already been invested in the field’s development. The Prime Minister of Kazakhstan, Alikhan Smailov, who took part in the launch ceremony via teleconference, emphasized the strategic importance of the project, initiated upon the instructions of the Head of State to attract investment in the exploration and development of new gas fields. Smailov added that in the medium term, the launch of several more gas projects is expected in Kazakhstan, including Urikhtau Central (Aktobe region), Western Prorva (Atyrau region), and Kalamkas (Mangistau region). “Combined, they will provide an increase in production of over 2 billion cubic meters per year. Together with international companies, 12 more promising geological exploration projects are being developed, as well as projects for the additional exploration of existing fields,” the Prime Minister said. In his words, the growing needs of the population and industry require not only an increase in gas resources, but also the capacity for its processing. “The head of state has set the task of increasing commercial gas production to 30 billion cubic meters by 2030. In this regard, new gas processing plants will be built at the Kashagan and Karachaganak fields, as well as in the city of Zhanaozen,” Smailov said.

Uzbekistan to Drill Deeper for Natural Gas A government meeting chaired by President Shavkat Mirziyoyev on December 18th discussed the country’s geological exploration program for 2024. At the meeting, it was stated that work is being carried out in two directions: maintaining natural gas production volumes at existing fields and discovering new reserves. In recent years, the depth of geological exploration has been increased from 2-3 kilometers to 4-5 kilometers. As a result, new gas reserves were discovered and an additional 4.4 billion cubic meters were produced. An international consulting company was also involved in this work, which helped to identify many promising areas. Next year, it is planned to carry out seismic work on an area of 3,500 square kilometers and drill new exploratory wells. The meeting considered the ways to transition geological drilling to a depth of 6-7 kilometers using advanced technologies. The issue of attracting foreign investment in the sector was also discussed. In recent years, Uzbekistan’s natural gas industry has experienced problems due to the depletion of reserves at existing fields. This year, Uzbekistan started importing natural gas from Russia through Kazakhstan.
