Kazakhstan Leads Central Asia in AI Readiness

According to IMF data analyzed by Ranking.kz, Kazakhstan ranks as the leading Central Asian country in global artificial intelligence (AI) readiness, while Uzbekistan and Tajikistan are at the bottom of the regional standings. The AI readiness index, which covers 174 countries, evaluates factors such as digital infrastructure, human capital, technological innovation, and legal regulation. It draws on data from the World Bank, the International Labor Organization, and other sources. Kazakhstan ranks within the top 50 countries for AI readiness, holding 48th place with an index score of 0.55, just behind Russia, which ranks 47th. McKinsey & Company has noted Kazakhstan’s use of AI to enhance public services, particularly through geographic information systems and spatial data. For instance, Kazakhstan has employed a statistical model that integrates geographic, demographic, and economic data to assess infrastructure needs across 6,293 villages, identifying 3,500 villages with the highest potential to cover 90% of the rural population. This approach enables the government to deliver essential services and infrastructure more effectively to rural areas. Following Kazakhstan in 48th place, with a noticeable gap, is Kyrgyzstan (99th with 0.43). Tajikistan ranks 123rd with an index of 0.37, and neighboring Uzbekistan is in 131st place with an index of 0.35, placing it last among Central Asian and EAEU countries. Turkmenistan was not included in the IMF index.

Harnessing AI for Inclusive Education: Transforming Learning Experiences in Kazakhstan

It plans to spend 650 billion tenge on research initiatives including offering AI literacy courses in universities starting in 2024. This reflects a national strategy aimed at modernizing education and preparing a workforce skilled in AI technologies. Kazakhstan's universities are beginning to adopt AI technologies to stay current with technological advancements. Institutions like Al-Farabi Kazakh National University and L.N. Gumilyov Eurasian National University are introducing AI-focused programs that include training on intelligent tutoring systems. Korkyt Ata Kyzylorda State University has also initiated a School of Artificial Intelligence in collaboration with SeoulTech. This program aims to facilitate the exchange of knowledge among professors in artificial intelligence and VR/AR technologies. Such initiatives exemplify how targeted training can prepare students for future job markets while addressing regional skill gaps. Additionally, interviews with educators involved in these programs reveal a growing enthusiasm for integrating technology into teaching practices. One educator noted how adaptive learning platforms have allowed her to tailor lessons more effectively to meet her students' varying needs.   Accessibility and Inclusivity AI technologies also play a crucial role in enhancing accessibility for students with disabilities. Tools like speech recognition software and language translation applications can significantly improve learning experiences for diverse learners. For instance, platforms like Duolingo employ AI-driven language translation tools to assist students who may struggle with language barriers. Moreover, applications such as Seeing AI and Voiceitt are revolutionizing education by providing real-time support for visually impaired and speech-impaired students, respectively. These technologies not only facilitate communication but also empower students to engage more fully in their educational experiences. In alignment with these advancements, organizations such as UNICEF are leveraging AI to provide quality education in underserved regions. In Kazakhstan, efforts are underway to ensure that all students, regardless of their backgrounds or abilities, can benefit from these advancements. A recent initiative launched by UNICEF and the Nazarbayev University Research and Innovation System focuses on integrating artificial intelligence into secondary education, aiming to enhance the quality of learning for all students. This project emphasizes the importance of equipping teachers with the necessary skills and tools to effectively utilize AI technologies in their classrooms. Kazakhstan’s Largest Hackathon to Take Place Across the Country

Decentrathon 2.0, Kazakhstan's largest multi-location hackathon, will be held on October 18-19 across major cities, including Astana, Almaty, Shymkent, Karaganda, and others, gathering more than 2,500 developers from the country’s 17 regions to compete for a $50,000 prize. According to the Ministry of Digital Development, Innovations, and Aerospace Industry, participants will tackle challenges related to AI, Blockchain, GameDev, and Telegram mini apps. Additionally, a virtual job fair will offer developers the chance to connect with top companies and explore local and international career opportunities. Organized by the Blockchain and AI Technology Center (BAITC) and Astana Hub, with support from the Ministry of Digital Development, Innovations, and Aerospace Industry, this year’s hackathon will be an expanded including leading universities and tech parks, making it a truly national event. The inaugural event in 2023 gathered more than 1,500 participants from nine regions. Zhaslan Madiyev, Minister of Digital Development, Innovations, and Aerospace Industry, stated that: "Decentrathon is the first large-scale IT event spanning every region of Kazakhstan and one of the key initiatives of the Generative Nation movement this year. Our goal is to drive the country's AI transformation. Initiatives like this must have a national scope, providing young talents across Kazakhstan with the opportunity to contribute to technological and AI development." Magzhan Madiyev, CEO of Astana Hub, added, "AI engineers play a pivotal role in Kazakhstan's AI transformation. The Generative Nation movement’s initiatives focus on developing human capital in AI, enabling them to work on projects that will transform our country and have a global impact."

Tajikistan Aims to Employ AI to Achieve 5% of GDP by 2040

As previously reported by TCA, Tajikistan is the only Central Asian country with a national strategy for the development of AI. In 2022, President Emomali Rahmon signed off a national strategy to achieve 5% of the GDP from developing artificial intelligence by 2040. On August 1, the Minister of Industry and New Technologies of Tajikistan, Sherali Kabir, announced at a press conference  that work had begun in securing the first patent for the artificial intelligence algorithm 'zGAN' , developed by the local research laboratory of Tajikistan, and stated: “At a time when two-thirds of the world’s countries have yet to develop their national AI strategies, these steps highlight Tajikistan’s ambition to take a key position in technology and innovation." Referencing Tajikistan's progress in the field, Azizjon Azimi, chairman of the Council on AI under the Ministry of Industry, said more than 300 experts had been trained in artificial intelligence and its applications in the economy were expanding. "The leading case is using 'zGAN' algorithms for credit scoring. More than 30 banks in over ten countries have already implemented this algorithm by the Tajik fintech zypl.ai, which automatically issued loans worth over $200 million. To date, zypl.ai has attracted more than $3 million in private direct investment in the development of AI in Tajikistan." Azimi emphasized that in addition to the impact of 'zGAN' in the economic sphere, plans are in place for its application in agriculture, industry, and healthcare. He also reiterated that an agreement had been signed to develop AI programs for the Emirate of Ras al-Khaimah based on Tajikistan's national AI development strategy.

Responsible AI Rankings: Uzbekistan Leads in Central Asia

The Global Center on AI Governance has published a report titled “Results of the Global Index on Responsible AI in Eastern Europe and Central Asia.” Among Central Asian countries, Uzbekistan has been judged to use artificial intelligence in the most responsible way. Recent AI initiatives in Uzbekistan cover fields including cultural and linguistic diversity, international cooperation, public sector skills development, and transparency. Kazakhstan ranks second in the region. Among Central Asian countries, Kazakhstan ranks first for the number of government initiatives related to responsible AI. Kyrgyzstan ranks third in the region, demonstrating significant non-governmental sector participation in responsible AI. However, the need for a comprehensive government system affects its overall outcome. The report states that the country has received a high rating for responsible AI governance, second only to Uzbekistan in the region. However, due to the scarcity of government frameworks, which, along with government initiatives, had the most weight in the index score, Kyrgyzstan scored lower in the Responsible AI Index. Tajikistan is the only Central Asian country with an AI national strategy aimed at development until 2040. It ranks fourth in the region. However, this strategy covers only 5 out of 19 thematic directions. Tajikistan's scores are relatively high regarding responsible AI governance; however, the country has the most passive non-state sector among the pillars assessed. Turkmenistan has the lowest indicator in the region. Government structures related to the responsible use of artificial intelligence have not been identified in the country.

Ashgabat Hosts Seminar on Artificial Intelligence

The capital of Turkmenistan is hosting a two-day seminar , organized by the OSCE Centre in Ashgabat, on "Artificial Intelligence and its Impact on Freedom of Speech." During the event, international participants, including specialists from Austria and Bulgaria, will analyse the impact of artificial intelligence (AI) technologies on freedom of speech and the role of the media in today's world through various workshops focusing on: the role of artificial intelligence in shaping public opinion and disseminating information;  the risks and opportunities associated with the application of AI in the media;  how to ensure freedom of speech in the context of AI development; and how to combat misinformation and manipulation in the age of artificial intelligence. Opening the seminar, William Leaf, Representative of the OSCE Centre in Turkmenistan, emphasized the importance of freedom of speech and media as integral elements of a democratic society. Noting Turkmenistan's growing interest in developing artificial intelligence, he welcomed the seminar as an important step in understanding its potential and possible challenges. Within the context of an exchange of views and the development of recommendations on the use of artificial intelligence in the media, the event provides a platform for discussions on how such issues affect the principles of freedom of speech and human rights and as such, relates to the OSCE Centre's ongoing assistance in implementing the National Human Rights Action Plan 2021-2025 (NHRAP) provisions on media freedom and freedom of expression.
