New International Terminal Opens at Almaty Airport

On June 1, a new international terminal was opened at Almaty Airport in readiness to launch its first flights by the middle of the month. According to Kazakhstan’s Ministry of Transport, the new terminal will increase the airport's capacity to 14 million passengers per year and before long, launch 15 new international routes to 10 countries. On 31 May, prior to the opening, President of Kazakhstan Kassym-Jomart Tokayev, accompanied by Nikolai Podguzov, Chairman of the Eurasian Development Bank’s (EDB) Management Board visited the new terminal for a tour of its check-in, border and customs control areas and baggage services. The EDB was part of a syndicate of lenders which included the European Bank for Reconstruction and Development (EBRD), the International Finance Corporation (IFC) and the German Investment Corporation (DEG). Their total investment in the project amounted to US $450 million. In praise of the project, Tokayev remarked, “Almaty International Airport is the nation’s largest air hub. Inbound tourism to the southern capital grows every year, with over 2 million people having visited the city in 2023. Two years ago, I participated in the time capsule laying ceremony on this site, and tomorrow the new terminal at Almaty International Airport will serve its first flights.” With reference to security, Alp Er Tunga Ersoy, President of Almaty International Airport drew attention to the fact that the terminal was designed to meet seismic and fire safety requirements and withstand a magnitude 10 earthquake. The new international terminal was originally scheduled to open in late summer 2024. However, due to a rapid increase in passenger traffic, construction was expedited. All international flights will be transferred to the new terminal by mid-June and the old terminal, repurposed for domestic flights. The President of Kazakhstan expressed his gratitude to TAV GROUP for constructing the terminal to international standards and thanked the syndicate of lenders for its vital support. In response, EDB chairman Podguzov commented, “The construction of a new international terminal and the modernization of Almaty Airport is a significant initiative for the development of Kazakhstan’s transport sector, as it is the country’s largest air hub and part of an extensive international network of routes. We highly appreciate the trust and support of the Government of Kazakhstan and our partners – the EBRD, Germany’s DEG, and the IFC.”

AIIB Forwards Construction of Strategic Bridge in Tajikistan

The Asian Infrastructure Investment Bank (AIIB) has approved a loan equivalent to US $75.5 million to Tajikistan for the construction of a 920-meter-long bridge and approach routes on the Obigarm-Nurobod section of M41 International Highway. The bridge is the first of such magnitude in Tajikistan and a critical component of the county’s road network. Linking Corridors 2, 3 and 5 of the Central Asia Regional Economic Cooperation Program, it will provide essential connections between Tajikistan’s landlocked terrain and neighbouring regional markets. Designed to withstand all weathers, the bridge will connect over 350,000 residents of the northeast region of Tajikistan to the capital Dushanbe, as well as the border of Kyrgyzstan. To align with Tajikistan’s National Development Strategy, the government has prioritized its timely completion and construction of the 75-kilometer Obigarm-Nurobod section has been divided into three phases to ensure synchronized implementation. Illustrative of a collaborative approach to advancing sustainable development and enhancing connectivity in Tajikistan, AIIB has fostered close coordination with other financiers, including the Asian Development Bank, OPEC Fund for International Development and European Bank for Reconstruction and Development. Lauding the initiative, Konstantin Limitovskiy, AIIB’s Vice President for Investment Operations in Region 2, commented: “The project aligns with two core thematic priorities of AIIB. First, it contributes to cross-border connectivity by establishing vital cross-border links with improved road safety along Tajikistan's essential corridor and ensuring connectivity between regions. Secondly, it embraces green-finance principles by integrating environmentally and socially responsible practices and promoting resilient sustainable mechanisms in the road infrastructure development.”

Russian Online Retailer Wildberries to Build Logistics Center in Kyrgyzstan

Wildberries, Russia’s largest online marketplace, is set to build a logistics center spanning 300,000 square meters in the Chui region of northern Kyrgyzstan to service cross-border e-commerce. The initiative was confirmed on 16 May in Kazan, Russia, in the signing of a Memorandum of Understanding and Cooperation by Wildberries, the Kyrgyz Ministry of Economy and Commerce, and the Office of the Plenipotentiary Representative of the President of the Kyrgyz Republic in the Chui region. The large-scale infrastructure project represents an important milestone in trade and economic cooperation between Russia and Kyrgyzstan. As part of its positive impact on the Kyrgyz economy, the ministry says the initiative will help raise employment, and increase the volume of the economically active population through the development and emergence of new small and medium-sized enterprises, contractors, and buyers. Kyrgyzstan is currently home to two other Wildberries centres in Bishkek and Osh servicing some 130 order delivery points across the country. E-commerce is rapidly growing in Kyrgyzstan and to date, over 17,000 Kyrgyz sellers are registered on the Russian marketplace, compared to about 7,000 in 2022.

Turkish Company to Manufacture Irrigation Equipment in Kyrgyzstan

This summer, a Turkish company will begin construction on a plant for the manufacture of equipment for drip and sprinkler irrigation in Kyrgyzstan. The memorandum on the project was signed on May 13 by Kyrgyzstan’s Minister of Water Resources, Agriculture and Processing Industry Bakyt Torobaev and the head of the company Akplas Plastik San. Ve Tic. A.S. To instigate the first stage of the build, the Turkish company will invest $10 million and the factory should be completed and fully operational within eight months. Reiterating the need for a more efficient use of water, in the light of climate change, Minister Torobaev stated that the new irrigation systems are to be installed in regions throughout Kyrgyzstan. In addition to providing the necessary equipment, the Turkish company in liaison with the state, will provide training for local farmers. Company representatives also met with the Chairman of the Cabinet of Ministers of the Kyrgyz Republic Akylbek Japarov, who emphasized the country’s readiness to support entrepreneurs investing in Kyrgyzstan.

Kazakhstan to Develop Additive Technologies Industry

On 13 May, Satbayev University (Kazakhstan), EOS GmbH (Germany), and NORM Additive (Turkey) signed a framework agreement on the creation of a consortium for the establishment of a Center for Additive Technologies at Kazakhstan’s Institute of Physics and Technology. Reporting from the meeting in Almaty, Kazakh Invest outlined proposals for a pilot project comprising a scientific and innovative competence center for working with materials such as polyamide and metal powders to produce various components on 3D printers. At the first stage, the group plans to create an innovation center for technology transfer and the creation of competencies. During the next stage, a research and innovation center (R&D) will be established to manufacture and test the first batch of products. The third stage involves the commercial production of specific components to meet the demands of automotive, aerospace, engineering, oil and gas industry, and medicine companies. Developments thereafter, include facilities to study materials such as polymers and their components, for use in the production of industrial-scale 3D printers. Looking to the future, the project has the potential to create a niche industry which will increase Kazakhstan’s ability to compete in the global market with high-value-added products.

USAID to Host 13th Central Asia Trade Forum in Kazakhstan

The U.S. Embassy in Kazakhstan has announced that preparations are well underway for the 13th Central Asia Trade Forum. Under the theme, ‘Trade Connections: Bridging Globally,’ the event will be hosted by U.S. Agency for International Development (USAID) in Almaty from 13 – 14 May. Since its inception, the Central Asia Trade Forum (CATF) has attracted the participation of over 10,000 government and business leaders from 25 countries in Central and South Asia, Europe, and the United States, and led to contracts worth over $32 million. This year’s event will focus on exploring new trade opportunities and overseas markets, as well as identifying and expanding the scope of regional trade. To this end, the forum will feature sessions on customs digitalization, transport and logistics, trade regulation (including regional trade agreements), World Trade Organization standards, and harmonization. Promoting the event, Luis A. Rivera, Regional Mission Director at USAID Central Asia, stated, “The forum’s success is its ability to attract policymakers, business leaders, and trade experts each year. Agreements made at the forum have expanded businesses, strengthened trade between Central Asian nations, and advanced economic growth in the region and beyond,” The accompanying trade fair, organized in partnership with Kazakhstan’s Ministry of Trade and Integration and Almaty Chamber of Commerce and Investment, with the participation of 40 companies from Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan, and Uzbekistan, will showcase agricultural, textile, apparel, and food products. Other complementary events include a business-to-business expo to promote Central Asian products amongst global buyers, and a Kazakhstan-Pakistan Trade Fair. In the wake of the forum, business executives and officials from the five CA countries, will convene at the 11th Regional Meeting of the National Trade Facilitation Committees of Central Asian countries on 15 May, to discuss customs control, transport, phytosanitary certification, and veterinary border control.
