Bishkek’s Air Pollution Crisis Comes Under Parliamentary Scrutiny

On February 2, Kyrgyzstan’s parliamentary committee on ecology and environmental protection convened to hear reports from senior officials on the worsening air pollution and winter smog in the capital. Air pollution remains a chronic challenge in Bishkek, a city of over one million residents. Conditions worsen sharply in winter, when widespread coal burning for heating and emissions from an aging vehicle fleet accumulate in the city’s basin-like topography. Bishkek consistently ranks among the world’s 10 most polluted cities on IQAir’s global air quality index. In January 2026 alone, the city appeared in the top five on at least eight separate days. Minister of Natural Resources, Ecology, and Technical Supervision Meder Mashiev told lawmakers that the primary sources of pollution are household coal burning (40%), vehicle emissions (30%), the city’s coal-fired thermal power plant (15%), wind-blown dust (13.5%), and industrial activity (1.5%). Mashiev underscored that vehicle emissions are a particularly significant contributor to the city’s smog. According to Mashiev, Kyrgyzstan has more than 1.9 million vehicles, a 13% increase compared to 2024. Of these, 972,000 run on gasoline, 339,000 on diesel, 56,900 on gas, and 37,000 are hybrids. Electric vehicles make up just 0.8% of the total, numbering around 15,200. An estimated 600,000-700,000 vehicles, more than 30% of the national total, are located in Bishkek. More than half are over 15 years old, contributing significantly to harmful emissions. Jarkynbek Kasymbekov, Director of the National Institute of Public Health, outlined the health implications. He reported a 2.5-fold increase in allergic rhinitis cases nationwide, particularly among young people, a trend he linked directly to poor air quality. While long-term studies are lacking, the rise in respiratory illnesses is well documented. Mashiev highlighted several measures taken in 2025 to address the crisis. Fifty-four residential areas in Bishkek were connected to natural gas, enabling more than 51,000 households to switch from coal heating. This transition is estimated to have reduced coal consumption in the capital by 100,000 tons. He also reported the long-awaited extinguishing of Bishkek’s decades-old smoldering landfill. A new waste-to-energy facility has been launched at the site, now generating electricity by incinerating solid waste. Additional efforts are underway to modernize urban transport and expand green spaces. “Work is currently underway to transition to environmentally friendly transport. A total of 1,447 gas-powered eco-buses and 120 electric buses now operate in Bishkek. There are already more than 100 electric charging stations in the city, and over 2,000 applications for new stations are under review,” Mashiev said. Bishkek Mayor Aibek Junushaliev added that 18,000 trees were planted in the capital last year, with plans to plant another 50,000 in 2026. Parliamentary committee chairman Bakyt Tentishev raised concerns about vehicles operating without catalytic converters. Kyrgyzstan is preparing to tighten environmental regulations on motor vehicles. A draft law currently under public discussion would mandate the presence and functionality of catalytic converters in vehicles originally manufactured with them. The absence of these devices significantly increases toxic emissions and fuel consumption, posing direct risks to public health.

Attempting to Build a Litter-Free Kazakhstan: An Interview with Ecologist Kamila Akimbekova

Ten years ago, waste recycling in Almaty was largely the domain of individual enthusiasts. Today, environmental campaigns draw thousands, and conversations about responsible consumption have become part of daily life for many city residents. One of the pioneers of this movement is Kamila Akimbekova, an eco-influencer and co-organizer of environmental initiatives. In an interview with The Times of Central Asia, she reflects on the evolution of Almaty’s eco-community, the principles behind the zero waste concept, and how small, consistent changes can reshape a city. TCA: Kamila, you had a successful career in banking. What prompted your transition to environmental activism?  Kamila: I think my interests evolved. People often think recycling is a new trend, but it actually existed in the USSR: students collected waste paper, and people returned glass for reuse. It was an effective circular economy. When I became a mother for the second time, I began thinking more deeply about my impact on the world. I started researching whether Almaty had recycling facilities. At the time, information was scarce, and it wasn’t easy to locate collection points, but I didn’t give up. TCA: Was access to information more limited 10-15 years ago? Kamila: Absolutely. Social media was less developed, and online information was often outdated or unreliable. I started looking for people who shared my values and eventually connected with Almaty’s early eco-activists. They were scattered individuals with a shared desire for change. Over time, we formed a real community, launched joint projects, and I began sharing what I learned on my blog. That’s how I transitioned to eco-influencing. Today, I have around 30,000 Instagram followers, an engaged audience concerned about the environment. TCA: Is the eco-community large now? Kamila: It’s grown significantly, especially in Almaty, though we’re also connected with activists across Kazakhstan. Participation has multiplied. Our early events drew 20-50 people. Now we see around 2,000. There’s strong interest from students and school-children, I lecture regularly and see growing volunteerism. At our last campaign, electronic sensors showed that 1,900 people attended. TCA: Is it true that women form the core of the eco-community? Kamila: Yes, that’s backed by studies. Women tend to be more environmentally conscious, likely due to traditional roles as caretakers of the home and future generations. TCA: Today, people can recycle much more than just paper, glass, and plastic. How did that expansion come about? Kamila: I wanted a convenient way to dispose of multiple waste types, old medicines, unused items, plastics, metals, e-waste, etc. In 2019, we invited companies like Rocket Plastic and an e-waste recycler to set up at our events. We also partnered with the Almaty Pop-Up Store and expanded through collaborations with the Darmarka project and the Recycle Birge team. Astana Accelerates Northern Aral Sea Recovery Plan

The Kazakh government plans to accelerate the second phase of the project to restore the Northern Aral Sea. Prime Minister Olzhas Bektenov has instructed the Ministry of Water Resources and Irrigation to secure financing for the second phase of the project by the end of 2026. The goal is to increase the volume of water in the Northern Aral Sea by around 10–11 billion cubic meters over the next four to five years. History of Degradation and Early Restoration Results The Aral Sea, which straddles the border between Kazakhstan and Uzbekistan, began to shrink rapidly in the 1960s due to large-scale irrigation projects that diverted water from the Amu Darya and Syr Darya rivers for cotton cultivation and other agricultural needs. As a result of the sea’s degradation, the Northern Aral Sea separated in 1987 and has since been sustained largely through the construction of the Kokaral Dam. In 2012, the sea and the Syr Darya delta were added to the Ramsar List of Wetlands of International Importance. Since then, Kazakhstan has undertaken systematic efforts to restore the northern part of the former Aral Sea. Unlike earlier efforts to save the Aral Sea as a whole, Kazakhstan’s approach since the mid-2000s has been shaped by a narrower and more pragmatic premise: that partial restoration is environmentally and politically achievable, while attempts to revive the entire basin are not. The construction of the Kokaral Dam marked a turning point, demonstrating that targeted hydraulic interventions could stabilise water levels, reduce salinity, and revive fisheries in the northern basin, provided expectations were kept within achievable limits. The recovery has already enabled the return of small-scale fishing, improved local livelihoods, and reduced dust storms from the exposed seabed around Aralsk. This strategy reflected a deliberate acceptance that restoring the Northern Aral would come at the expense of the southern basin, prioritising long-term ecological viability over symbolic ambitions. Over the past several years, roughly 5 billion cubic meters of water have been redirected into the Northern Aral Sea basin, increasing its total volume to more than 23 billion cubic meters. This exceeds the targets set out in Kazakhstan's Water Resources Management Concept, which had forecast reaching 20.6 billion cubic meters by 2025, with that volume previously expected only by 2029. Tajikistan Is Drowning in Plastic: Inside a Waste System Under Strain

According to domestic sector-specific sources, more than nine million tonnes of municipal solid waste (MSW) are generated annually in Tajikistan, of which around 322,000 tonnes is plastic. The key feature of plastic waste is its extreme resistance to decomposition; it can persist in natural environments for decades or even centuries, accumulating in soil and water bodies. However, estimates of total waste generation vary widely depending on the source, with international organizations offering more conservative figures. The United Nations Environment Programme (UNEP), for instance, reports approximately two million tonnes of formally collected municipal waste generated annually in Tajikistan. This discrepancy is likely due to differing accounting methodologies. National statistics typically include waste from unauthorized dumps and the informal sector, while international estimates often rely on formally collected and officially documented waste. Still, even the most conservative figures highlight the significant environmental burden posed by Tajikistan’s waste-management system. Tajikistan’s Position in International Waste Rankings Waste accumulation and limited recycling capacity are reflected in global assessments. According to domestic reporting citing the 2024 Mismanaged Waste Index (MWI), 87.1% of Tajikistan’s waste is either not collected through organized systems or is disposed of in violation of environmental standards. This would place the country among those with the most vulnerable waste-management systems. In practice, this means waste is often dumped at unauthorized sites, openly burned, or dispersed into the environment. These practices place pressure on soil, water resources, and air quality, while also posing long-term risks to public health. This crisis is unfolding amid a global plastic-waste emergency. Even in countries with advanced recycling systems, the proportion of recycled plastic remains low. UNEP estimates that only around 9% of all plastic ever produced has been recycled; the rest remains in the environment. Regional Disparities: Cities vs. Rural Areas Tajikistan’s domestic statistics divide the country into three groups based on waste generation. The “Mega” group includes the largest cities and adjacent areas (e.g., Dushanbe, Khujand), home to roughly 4.2 million people. Average daily waste generation here is 1.013 kg per person, resulting in up to an estimated 148,000 tonnes of plastic waste annually. The “Medium” group comprises 10 mid-sized cities (e.g., Bokhtar, Kulob, Kanibadam), with a combined population of 1.99 million. Daily per capita waste generation in this group averages 0.902 kg, leading to an estimated 62,000 tonnes of plastic annually. In rural areas and smaller districts, with over 4 million residents, waste generation averages 0.79 kg per person per day. While the plastic share here is less precise, these regions still generate an estimated 100,000 tonnes of plastic waste per year. It is in these smaller settlements that waste-management infrastructure is most deficient. While cities have basic municipal services and landfills, many rural areas lack even waste-collection containers. As a result, waste is often dumped in ravines, rivers, or burned in backyards, meaning much of it goes unrecorded in official statistics and may significantly exceed documented levels. Public Hearing Set for Sea Breeze Uzbekistan Project Near Charvak Lake

A public hearing on the environmental impact assessment of the Sea Breeze Uzbekistan tourist complex is scheduled for January 23 in the Bostanlyk district of Tashkent region, according to the State Center for Environmental Expertise. The hearing will take place at the Bostanlyk district administration building in the town of Gazalkent. Officials stated that the event aims to review the potential environmental effects of the proposed development and to gather feedback from residents, environmental specialists, and other stakeholders. The Sea Breeze Uzbekistan project is planned for the eastern shore of the Charvak reservoir in Bostanlyk. It envisions a large-scale, modern tourism infrastructure in one of Uzbekistan’s most frequented recreational zones. During the hearing, participants will assess land use and construction proposals, as well as potential impacts on air quality, water resources, and soil conditions. Additional topics for discussion include waste management, the preservation of green zones and water bodies, and environmental safety measures, including continuous ecological monitoring. The State Center confirmed that all project documentation complies with Uzbekistan’s environmental legislation. Residents and interested parties are invited to submit comments or proposals either during the hearing or in writing. Authorities emphasized that public involvement is a critical component of the environmental review process. As previously reported by The Times of Central Asia, businessman Emin Agalarov plans to develop Sea Breeze Uzbekistan as a $5 billion, all-season tourism complex spanning between 500 and 700 hectares along Charvak Lake. The development is set to include hotels, villas, swimming pools, sports and leisure facilities, retail areas, restaurants, and a bridge connecting both sides of the reservoir. Cultural events, festivals, and concerts are also planned throughout the year. Despite mounting public scrutiny and opposition from environmental activists, the Uzbek government has endorsed the project. In August 2025, Prime Minister Abdulla Aripov signed Cabinet Resolution No. 490, granting Sea Breeze Uzbekistan LLC a 25-year direct lease on 577 hectares of land for development.

Kazakhstan and Uzbekistan to Install Hydro Posts on Syr Darya River

Kazakhstan and Uzbekistan are moving forward with the installation of ten automated hydro posts along the Syr Darya River, five in each country, as part of a joint initiative to enhance transparency and accuracy in transboundary water accounting and distribution for irrigation. The project is supported by the German Agency for International Cooperation (GIZ). The initiative was a key item on the agenda during a January 19 meeting between Kazakhstan’s Minister of Water Resources and Irrigation, Nurzhan Nurzhigitov, and Uzbekistan’s Minister of Water Resources, Shavkat Khamrayev, held in the Kazakh city of Turkestan. The Syr Darya River is critical for agricultural irrigation across Central Asia, particularly in Kazakhstan’s southern regions, Turkistan, Kyzylorda, and Zhambyl, which depend heavily on its waters. The river originates in Kyrgyzstan and flows through Uzbekistan before entering Kazakhstan. Nurzhigitov highlighted that Kazakhstan and Uzbekistan signed an intergovernmental agreement last year on the joint management and rational use of transboundary water resources. “The agreement is a significant contribution to the development of water diplomacy in Central Asia and clearly defines key areas for further mutually beneficial cooperation. We intend to continue developing our bilateral partnership in the spirit of good neighborliness, mutual respect, and constructive dialogue," Nurzhigitov stated. The ministers also reviewed progress on the maintenance and repair of the interstate Dostyk (Friendship) Canal, which channels irrigation water from Uzbekistan into Kazakhstan. Last year, Kazakhstan undertook mechanized cleaning of the canal’s bed, slopes, and collectors, and carried out repairs on gates and barrier structures. These efforts will continue in 2026. Given the Syr Darya’s importance to regional agriculture, Kazakhstan and Uzbekistan have also launched a joint project to revise irrigation regimes within the basin. The goal is to optimize agricultural water use and improve environmental sustainability. According to the Kazakh Ministry of Water Resources and Irrigation, the Aral-Syr Darya basin supplies water to more than 35% of Kazakhstan’s irrigated land, with agriculture accounting for 98% of water withdrawals. Kazakh officials recently presented water inflow forecasts for 2026 and emphasized the urgency of boosting water-use efficiency amid continued low-flow conditions. Declining inflows into the Naryn-Syr Darya system pose a threat to irrigation supplies for the upcoming growing season.
