Kazakhstan Eyes Revival of Ili River Corridor as Logistics Artery

River transport has long offered a cost-effective and environmentally friendly alternative for moving cargo. Inland waterways present an alternative route that could unlock new logistics pathways for Kazakhstan and the broader Central Asian region. Yet the development of river navigation remains hindered by several challenges. Kazakhstan’s inland waterway system faces numerous obstacles: insufficient investment, underdeveloped port infrastructure, an aging fleet, and bureaucratic red tape. Despite these issues, reviving river navigation could significantly boost mutual trade, increase cargo volumes, and ease pressure on overburdened road and rail networks. The government has initiated several projects aimed at doing just that. One notable initiative is the proposed route along the transboundary Ili River in the Almaty Region, connecting the city of Konaev with Yining in China’s Xinjiang Uyghur Autonomous Region. Originating in the Tien Shan mountains, where the Kunges and Tekes rivers merge, the Ili River stretches 1,439 km, with 620 km or 43% within Kazakhstan’s borders. In an interview with The Times of Central Asia, Marat Julaev, CEO of Ili River Port LLP, stated that the navigable section of the route spans 450 km. Historically, the Ili served as a key transport artery, facilitating trade and connectivity with remote regions. “This route was navigable and operational until 1980. It was used to transport dry goods, ores, petroleum products, and consumer goods from China,” Julaev explained. Following the collapse of the Soviet Union, navigation along the Ili declined sharply. Extensive water usage in China caused water levels to fall, compounding the route’s inability to compete with road and rail alternatives. However, with mounting congestion and capacity constraints in land-based infrastructure, the river’s strategic role is being reconsidered. “In the Almaty Region, we’ve been allocated a 100-hectare plot on the coast of the Kapshagai Reservoir, providing a strategic advantage in reducing delivery time and costs,” Julaev told TCA. “Our Chinese partners, operating in Kazakhstan since 2006, are developing the route between Yining and Konaev.” [caption id="attachment_38137" align="aligncenter" width="2560"] Image: Ili River Port LLP[/caption] A central component of the project is the creation of a transport and logistics hub to consolidate and distribute cargo across Central Asia. The river port will offer terminal services, storage, sorting, equipment maintenance, and passenger transport. Plans also include developing production facilities and cargo terminals on-site. Commissioning is expected in 2027, with an initial cargo turnover capacity of one million tons annually, potentially rising to three million. According to Julaev, this development will enhance Kazakhstan’s foreign trade with China. Julaev emphasized one of the route’s key advantages: the ability to transport oversized cargo, including materials for Kazakhstan’s first nuclear power plant under construction in the village of Ulken on Lake Balkhash, which is fed primarily by the Ili. Kazakhstan Unveils Green Energy Transition Strategy at London Forum

Kazakhstan aims to increase the share of renewable energy in its power mix to 50% by 2050, Deputy Minister of Energy Sanzhar Zharkeshov announced at the Future Resilience Forum in London. The international gathering brought together global policymakers, business leaders, and experts to address sustainable development and climate-related challenges. Zharkeshov stated that Kazakhstan is modernizing its energy legislation to accelerate the green transition. Measures include the introduction of transparent auctions and revised subsoil use regulations, steps that have helped reduce wind and solar tariffs and position Kazakhstan as one of Central Asia’s most attractive clean energy markets. The country currently operates 158 renewable energy facilities with a combined capacity exceeding 3 GW. By 2035, it plans to add another 8.4 GW. According to the Ministry of Energy, the national targets include reaching a 15% renewable share by 2030 and 50% by 2050. Kazakhstan’s green energy agenda focuses on two key priorities: expanding power grids to integrate renewable energy sources and deploying energy storage solutions, including pumped storage hydropower stations. Natural gas remains a strategic “transitional” fuel in Kazakhstan’s energy mix, offering stability while contributing to emissions reductions. The government is actively expanding gasification across regions, converting coal-fired thermal power plants to gas, and upgrading storage and transport infrastructure. Zharkeshov noted that Kazakhstan remains a reliable energy supplier and a responsible participant in the global energy system. The country supplies about 13 percent of the European Union’s oil imports and is working with Azerbaijan and Uzbekistan to develop alternative export routes across the Caspian Sea. “The global energy sector is undergoing a transformation driven by emission reduction policies and the shift to low-carbon sources. Kazakhstan is pursuing a balanced approach, reducing greenhouse gas emissions while maintaining energy security,” he said. He added that despite global economic challenges, Kazakhstan’s energy sector continues to show resilience and is attracting strong interest from international investors. Kazakhstan Urges Regional Cooperation to Save the Aral Sea

Kazakhstan has intensified its efforts to restore its portion of the former Aral Sea, calling on neighboring Central Asian states to increase their participation in regional environmental cooperation. Once the world’s fourth-largest lake, the Aral Sea has become a symbol of ecological catastrophe. Experts warn that international efforts remain inadequate. How the Sea Died Straddling the border between Kazakhstan and Uzbekistan, the Aral Sea began to shrink in the 1960s when large-scale irrigation projects diverted water from its two main tributaries, the Amu Darya and Syr Darya rivers, to support cotton production and agriculture. A growing regional population added further strain. By 1989, the sea had split into the Northern (Small) and Southern (Large) Aral Seas. In 2014, the eastern basin of the Southern Aral Sea dried up completely. Today, the Aralkum Desert occupies much of what was once open water. Kazakhstan has since focused on restoring the Northern Aral Sea. Rising water levels have lowered salinity, allowing several native fish species to return. Local fisheries, once thought lost, are now active again in communities such as Aralsk. According to the Ministry of Ecology, the annual fish catch in the North Aral has risen more than tenfold since the early 2000s, reviving local employment and boosting food security. Experts note that even small ecological gains have had a profound psychological impact on residents who once witnessed the sea’s disappearance. Call for Renewed Efforts On October 15, Kazakhstan called for expanded international cooperation to protect both the Aral and Caspian Seas. First Deputy Minister of Foreign Affairs, Yerzhan Ashikbayev, speaking at the International Astana Think Tank Forum-2025, emphasized Kazakhstan’s contribution to the global climate agenda. He noted that a regional climate summit, set to be held in Astana in 2026, would provide a platform for coordinated strategies and joint decision-making among Central Asian nations. “Astana also calls for increased international participation in solving environmental problems and preserving the water resources of the Aral and Caspian Seas,” Ashikbayev said. Earlier, on October 10, Prime Minister Olzhas Bektenov met with senior officials from Tajikistan, Uzbekistan, and Turkmenistan during the second meeting of the Board of the International Fund for Saving the Aral Sea (IFAS), chaired by Kazakhstan. The event highlighted the need for a united regional approach, noting that restoration of the Aral Sea can be achieved through collective action. Kazakhstan Leads Regional Efforts to Save the Caspian Sea

Today, Central Asia and the Caspian littoral states face growing challenges that extend well beyond national borders. Climate change, water scarcity, land degradation, and the shrinking of the Caspian Sea are no longer only environmental concerns but matters of regional security and sustainable development. The Caspian Sea, the world’s largest inland body of water, has become a symbol of crisis. Its rapid decline threatens ecosystems, navigation, fisheries, and food security from the Caucasus to Central Asia. Dushanbe: ecology as a new agenda for regional security A week ago, Dushanbe hosted two major international events: the “Central Asia–Russia” Summit and the meeting of the CIS Heads of State Council. At both forums, President Kassym-Jomart Tokayev called for moving from declarations to concrete action, proposing to Establish a Council of Ministers for Ecology among the Central Asian countries and Russia Develop an Interstate Program for the preservation of the Caspian Sea’s water resources Expand the use of space technologies to monitor transboundary water bodies These initiatives are part of a broader effort to build a new environmental framework for Eurasia, positioning Central Asia as a laboratory for sustainable solutions rather than a zone of ecological risk. The environmental disaster of the Caspian Sea The Caspian Sea is shrinking rapidly. According to data from Kazakhstan’s Ministry of Ecology, since 2006 its surface area has decreased by more than 31,000 square kilometers, and water levels have fallen by about 1.5 to 2 meters. Projections indicate severe consequences for spawning grounds, the Caspian seal population, port infrastructure, and the regional economy. The crisis mirrors the Aral Sea disaster, where environmental degradation caused widespread illness and social disruption. Experts warn that toxic dust from the exposed seabed could lead to respiratory diseases among millions of people. According to estimates by Save the Caspian Sea, the shoreline could retreat by as much as 89 kilometers, pushing fishing communities to the edge of survival. Falling sea levels already threaten unique wildlife, navigation, water supply, and agriculture, creating risks of migration and conflict. Because the Caspian is landlocked and not connected to the world’s oceans, its water losses cannot be naturally replenished. A coordinated response is needed, including sustainable water management, pollution control, and climate adaptation. The Caspian Sea as a crossroads of interests and contradictions The Caspian region today is more than an ecosystem; it is a geopolitical nexus where the interests of coastal states and global powers converge. Key transport routes such as the North–South Corridor and the Middle Corridor meet here, linking the economic, energy, and political interests of Russia, Iran, Turkey, China, and the European Union. The United States has also shown growing interest, particularly through its support for infrastructure projects in the South Caucasus and initiatives related to the Zangezur Corridor. Afghanistan’s Qosh Tepa Canal Raises Water Security Fears

Water has long been one of Central Asia’s most contested resources, shaping agriculture, energy policy, and diplomacy across the region. Recently, Afghanistan’s Qosh Tepa Canal project has emerged as a central point in this debate. Promoted by the Taliban as a vital step toward achieving food security and economic growth, the canal also raises alarm bells among downstream neighbors who heavily depend on the Amu Darya River. Now, according to Islamic Emirate spokesman Zabihullah Mujahid, the second phase of the project is expected to be completed within five months, raising further concerns among downstream countries about its potential impact on regional water security. Progress on the Ground In August, the Afghan authorities stated that 93% of the second phase had been completed. Videos show the canal lined with concrete and stone in some sections, alongside the construction of large and medium-sized bridges to link surrounding settlements. The project spans 128 kilometers from Dawlatabad district in Balkh province to Andkhoy district in Faryab province and involves over 60 contractors, making it one of Afghanistan’s largest infrastructure projects. Origins and International Support The canal’s roots trace back to earlier international efforts. While some sources attribute its conceptual origins to Soviet or British engineers in the 1960s, significant development began in 2018 under President Ashraf Ghani. The project was supported by the U.S. Agency for International Development (USAID) and Indian engineering firms. According to the Scientific-Information Center of the Interstate Commission for Water Coordination (SIC ICWC), a $3.6 million feasibility study was launched in Kabul in December 2018, funded by USAID and conducted by AACS Consulting and BETS Consulting Services Ltd. The study was coordinated with several Afghan ministries, but has not been published. Following the Taliban’s takeover, the Islamic Emirate held an official inauguration ceremony on March 30, 2022. The full canal is designed to stretch 285 kilometers, measuring 100 meters wide and 8.5 meters deep, and is expected to divert an estimated six to ten cubic kilometers of water annually from the Amu Darya. Afghan media have quoted water management expert Najibullah Sadid, who projected the canal could generate between $470 million and $550 million in annual revenue. Regional Concerns and Environmental Risks The project has raised alarm in Uzbekistan, Turkmenistan, and Tajikistan, countries that depend heavily on the Amu Darya for irrigation. Experts at SIC ICWC point out that no environmental impact assessment was conducted for downstream states, nor were they formally notified of the construction, as required by international water conventions. In December 2022, Uzbek President Shavkat Mirziyoyev called for practical dialogue with Afghanistan and the international community to strengthen regional water security. Adroit Associates estimates that the canal could eventually divert up to 13 billion cubic meters annually, nearly one-quarter of the Amu Darya’s average flow. Environmental risks are also mounting. Kazakhstan’s Red Book to Include 11 New Animal Species

Kazakhstan will soon expand its Red Book of rare and endangered species to include 11 new animal species, Deputy Minister of Ecology and Natural Resources Nurken Sharbiev announced this week. Speaking at a session of the Senate Committee on Agrarian Issues, Nature Management, and Rural Development, Sharbiev noted that the current list includes 227 species, 132 vertebrates and 96 invertebrates. Kazakhstan is home to approximately 835 vertebrate and 100,000 invertebrate species in total. The updated Red Book list, compiled by the Institute of Zoology based on biological assessments aligned with International Union for Conservation of Nature (IUCN) criteria, will include six invertebrates, three species of scorpions and three insects and five vertebrates. These vertebrates include two bird species, the white-headed vulture and cinereous vulture, both of which inhabit the mountainous regions of southern and eastern Kazakhstan; two reptiles, the Dzungarian and Tien Shan lizards; and one mammal, the jungle cat, found in the Syr Darya and Chu river deltas and in southern marshlands. At the same time, 21 invertebrate species will be removed from the list. Sharbiev also highlighted encouraging progress in snow leopard conservation. The population of this endangered species has more than doubled from a critical low of 80 individuals in the late 1990s to 189 today. “Thanks to conservation and monitoring efforts, we have managed to significantly increase the population from its critical level,” he said. Once heavily hunted for its fur, the snow leopard remains listed by the IUCN as a rare species facing shrinking habitats and declining numbers. In Kazakhstan, it inhabits the southern and southeastern mountain systems, including the Western and Northern Tien Shan, the Dzungarian (Zhetysu) Alatau, as well as the Altai, Saur, and Tarbagatai ranges in the east. To support the species’ recovery, the government has established protected areas totaling 3.6 million hectares, about 70% of the snow leopard’s known habitat. Eleven leopards have been fitted with satellite collars to monitor their movements and guide conservation measures. Sharbiev also spoke about Kazakhstan’s ongoing efforts to reintroduce the Turanian tiger. As previously reported by The Times of Central Asia, two tigers brought from the Netherlands successfully survived their first winter in the country in 2024. A 415,000-hectare nature reserve, Ile-Balkhash, has been established in Almaty region to support the reintroduction program. Extinct in Kazakhstan since the mid-20th century due to poaching, agriculture, and habitat destruction, the Turanian tiger (Panthera tigris virgata) is being gradually reintroduced. Three to four additional tigers are expected to arrive from Russia in 2026. To restore the predator’s natural prey base, authorities have released 205 Bukhara deer into the Ile-Balkhash reserve between 2018 and 2024, relocated more than 100 kulans, and increased populations of roe deer and wild boar.
