Turkmen Foreign Minister Rashid Meredov led a delegation from Turkmenistan, which visited Japan from January 22nd to 23rd. During the visit, the development of bilateral cooperation and the organization of the first Summit of Heads of State of the Central Asia-Japan Dialogue were discussed. According to information received from the Ministry of Foreign Affairs of Turkmenistan, the diplomats met with Yoshimashi Hayashi, Secretary General of the Japanese Cabinet of Ministers During the visit, they discussed the involvement of Japanese companies in the export of high value-added products, diversification of project financing, study of experience in "green" and hydrogen energy, as well as the creation of modern high-tech industries. According to the Ministry of Foreign Affairs of Turkmenistan, Japanese companies showed great interest in cooperation in infrastructure and energy transition. Meredov also met with Ken Saito, the Minister of Economy, Trade and Industry of Japan. A number of important issues related to cooperation between Central Asia and Japan were discussed. A proposal was made to hold the next Ministerial Dialogue on Energy Economy within the framework of the Dialogue "CA+Japan". The topic of developing a Roadmap on decarbonization, which will be aimed at reducing greenhouse gas emissions and transition to cleaner energy sources, was also touched upon. One of the key topics of discussion was the possibility of introducing the Joint Crediting Mechanism (JCM). This mechanism will allow the countries of Central Asia and Japan to share knowledge, technologies and resources in the field of reducing greenhouse gas emissions and transition to sustainable development. The topic of developing cooperation in the field of e-commerce was also touched upon. The idea is to create an electronic platform to improve trade relations between CA and Japan. This will reduce trade barriers and simplify procedures for importing and exporting goods. Finally, joint work in the field of hydrogen development and transportation technologies was discussed. Hydrogen is one of the promising sources of energy, and its efficient utilization can have a significant impact on addressing climate change. This meeting was an important step in strengthening cooperation between Turkmenistan and Japan in the fields of economy, trade and industry. It opens new perspectives for the development of the energy sector, industry, trade and technology.
During a working visit to Japan on January 22nd, the Turkmen foreign minister, Rashid Meredov, held a meeting with the chief cabinet secretary of Japan, Yoshimasa Hayashi. They exchanged views on the current state of their countries' bilateral cooperation in priority areas, the Turkmen Ministry of Foreign Affairs reported, as well as prospects for developing ties. Mr Meredov stressed the positive dynamics in cooperation between Turkmenistan and Japan in the political, trade, economic, cultural and humanitarian spheres. The parties focused on the development of trade and economic ties, mentioning a number of successfully completed joint projects in the energy and gas chemical industries. They also identified priorities for further cooperation in the energy, industrial, and investment sectors, as well as in the fields of culture, science, and education. Also on January 22nd, the Turkmen delegation led by Mr Meredov met with representatives of the Japanese business community. It was suggested to invite Japanese companies to produce export goods with high added value in Turkmenistan, as well as to involve small and medium-sized enterprises from both countries in joint projects. Representatives of Japanese companies showed interest in cooperating in the fields of infrastructure and energy transition.
The Forum to Attract Foreign Investments in Turkmenistan’s Energy Sector will take place on April 24th and 25th, 2024 in Paris. The Forum's organizers are the State Concerns Turkmengaz, Turkmennebit (Turkmen oil), and the State Corporation Turkmengeology in partnership with the Turkmen Forum and U.K.-based GaffneyCline, according to the official website of the event. The purpose of the Forum is to expand the opportunities for attracting foreign direct investment in all aspects of the energy industry of Turkmenistan, and to strengthen regional dialogue on further sustainable development of the energy sector. Upstream, midstream and downstream opportunities will also be addressed. The Forum will bring together leading national and international energy companies, as well as experts who shape the future of the oil and gas industry not only in Turkmenistan, but also in the wider region. Turkmenistan has repeatedly stated that increasing production and diversifying the export of its hydrocarbon resources is a priority task of the country’s oil and gas sector.
On January 4th and 5th, the National Leader of the Turkmen people, Chairman of the Halk Maslahaty (People’s Council) of Turkmenistan, Gurbanguly Berdimuhamedov made a working visit to the United Arab Emirates. On the 4th in Abu Dhabi, Berdimuhamedov had a meeting with the President of the UAE, Sheikh Mohamed bin Zayed Al Nahyan, during which they discussed the intensification of bilateral cooperation in a number of promising areas, the Turkmen Foreign Ministry stated. On the second day of the visit, in Dubai, the Berdimuhamedov held a meeting with the Chairman of the Board of Directors of Dragon Oil, Saeed Al Tayer, during which they discussed the possibility of expanding bilateral cooperation, taking into account the accumulated experience of prior joint work and Turkmenistan’s plans for the further development of its fuel and energy sector. Berdimuhamedov emphasized that the energy policy pursued by Turkmenistan aims at increasing the volume of production and refining of oil and natural gas, as well as exporting more energy resources and finished oil and gas chemical products. For that purpose, Turkmenistan is engaged in the construction of the Turkmenistan-Afghanistan-Pakistan-India (TAPI) gas pipeline, designed to give impetus to the socio-economic development of the entire region. The third stage in the development of Turkmenistan’s giant Galkynyş gas field is expected to become the source for ensuring the supply of natural gas through this pipeline. Berdimuhamedov invited partners and investors from the UAE to participate in the implementation of new energy projects for the construction of gas pipeline infrastructure intended for the export of Turkmenistan’s natural gas. During the visit, a Memorandum of Understanding was signed between the State Concern Türkmengaz and the Abu Dhabi National Oil Company (ADNOC), stating the intention of the parties to attract strategic partners for the development of the third stage of the Galkynyş field and their possible participation in the implementation of energy projects related to the construction of gas pipeline infrastructure.
On December 19th, Brussels hosted the 22nd joint committee meeting between Turkmenistan and the European Union. The Turkmenistan delegation, led by the minister of finance and economy, included a deputy minister of education, along with representatives from State Concerns such as Turkmengas and Turkmenhowayollary (Turkmenistan Airlines). The EU delegation was represented by the deputy managing director for Eastern Europe and Central Asia of the European External Action Service (EEAS) and delegates from various European Commission directorates overseeing international partnerships, trade, energy, transport, climate change, environment, research, and innovation. Discussions revolved around Turkmenistan's macroeconomic status and its efforts toward global economic integration, notably focusing on its ambition for World Trade Organization (WTO) membership. The agenda encompassed energy and environmental concerns, including strategies for gas exports, initiatives targeting methane emission reduction, and the advancement of renewable energy sources, such as hydrogen. Both parties engaged in dialogue concerning collaboration in transport, education, youth policy, as well as research and innovation.
The fifteenth meeting in the format of the Turkmenistan-European Union Human Rights Dialogue will be held in Brussels on December 18th, followed by the 22nd meeting of the Turkmenistan-EU joint committee on the 19th, during which key aspects of bilateral relations, including trade and the economy will be discussed. The Turkmen delegation will also take part in the Transport Investment Forum, which is scheduled for January 29-30, 2024 in Brussels. The forum, organized by the European Commission, will bring together representatives of the public and private sector, and investors interested in improving sustainable transport links between the two regions. The event will be a follow-up to an earlier EC study on sustainable transport links between Europe and Central Asia, which was implemented by the European Bank for Reconstruction and Development and published on June 30th 2023. As a continuation of this dialogue, it is planned that a meeting of experts in the field of transport from government agencies and private transport and logistics companies be organized in the second quarter of next year. The proposal to hold this symposium in Ashgabat was announced at the 19th meeting of the Ministers of Foreign Affairs of the Central Asian countries and the European Union in Luxembourg on October 23rd in a joint communique. Reporting on these activities in a government meeting on Friday, the Deputy Prime Minister and Minister of Foreign Affairs of Turkmenistan submitted for consideration to President Serdar Berdimuhamedov a proposal to organize a meeting with relevant EU structures in the first quarter of 2024 in order to discuss partnership opportunities and exchange experience in the field of energy. It is also planned to hold the next meeting of the foreign ministers of the Central Asian countries and the European Union in Turkmenistan in 2024.
