OSCE supports project to improve municipal services delivery in Balykchy, Kyrgyzstan

ISSYK-KUL, Kyrgyzstan (TCA) — The OSCE Centre in Bishkek, the Mayor’s Office of Balykchy and the International Republican Institute on August 23 signed a memorandum of understanding to support a pilot project on improving municipal services delivery in the town of Balykchy, northern Kyrgyzstan, through a so-called “single window model”, the OSCE Centre in Bishkek said.

The joint project foresees the establishment of a Centre for Rendering Services in Balykchy by October 2016. The OSCE has provided Balykchy authorities with seven local experts to conduct preparatory work for launching the Centre.

“Single window technology means that the provision of services is concentrated in one place, starting from the filing of the application for services to the delivery of results by the authorities,” explained Anna Nersesyants, acting Head of the OSCE Centre in Bishkek. “The pilot project introducing a single window model at Balykchy Mayor’s Office ultimately aims to increase the efficiency of municipal service delivery to the population of the city.”

“Improving the quality and accessibility of municipal services for residents of Balykchy is a priority for us,” stated Almaz Mambetov, Mayor of Balykchy, adding that following the pilot period the first service delivery system for residents of Balykchy will be developed and tested by December 2016.”

The pilot project is part of the efforts of the OSCE Centre in Bishkek to strengthen good governance in Kyrgyzstan.
