UNRCCA hosts meeting of foreign ministers of Central Asia and Afghanistan

ASHGABAT (TCA) — On December 11, in Ashgabat, Turkmenistan, the UN Regional Centre for Preventive Diplomacy for Central Asia (UNRCCA) conducted a Meeting of Central Asian Foreign Ministers, on the occasion of the Centre’s 10th anniversary and the International Neutrality Day. This meeting, which brought together Ministers and Deputy Ministers from Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan, Uzbekistan, and Afghanistan, provided an opportunity to exchange views on peace and security developments in the region, and agree on ways to enhance regional cooperation, with the support of UNRCCA. Addressing the meeting, the Special Representative of the UN Secretary-General, Head of the UN Regional Centre for Preventive Diplomacy for Central Asia (UNRCCA), Ms. Natalia Gherman underlined that the UN as a whole and the UNRCCA in particular welcomed the increased potential for regional cooperation, and emerging opportunities to further advance preventive diplomacy in Central Asia. During the meeting, participants expressed their support to the Centre’s fourth Programme of Action for the period 2018-2020, focused on supporting Central Asian states’ efforts to address existing and emerging challenges and threats that the region is facing. Within this framework, Gherman outlined the Centre’s planned activities for 2018, which range from water diplomacy, preventing extremism and countering terrorism, building preventive capacities in the region to supporting integration efforts between Central Asia and Afghanistan. The meeting concluded with the adoption of a joint Declaration, which welcomes General Assembly resolution 72/7 on the role of UNRCCA and underlines the importance of consolidating regional dialogue and cooperation mechanisms in Central Asia. Prior to this Ministerial encounter, UNRCCA, together with Central Asian delegates and representatives of international and regional organizations and the diplomatic community attended the International Conference “Neutrality Policy and Preventive Diplomacy in International Relations: Experience of Turkmenistan and its Significance”, held at the Institute of International Relations in Ashgabat. On behalf of UN Secretary-General Antonio Guterres, SRSG Gherman congratulated Turkmenistan with the upcoming International Day of Neutrality on 12 December, pursuant to General Assembly resolution 71/275, adopted on 2 February 2017, at the initiative of Turkmenistan. In the past decade, UNRCCA has actively worked to promote preventive diplomacy in the region and to mainstream Central Asian peace and security issues into the UN’s global agenda. In June 2017, the Centre coordinated the visit of Secretary General Antonio Guterres to the region, who encouraged all Central Asian states to closely cooperate in support of peace, security, human rights and development for all in Central Asia.

Kyrgyzstan, Kazakhstan exchange diplomatic notes over Nazarbayev-Babanov meeting

BISHKEK (TCA) — Kyrgyzstan and Kazakhstan on September 20 exchanged diplomatic protests after Kazakhstan President Nursultan Nazarbayev met with a Kyrgyz presidential candidate, Omurbek Babanov, in Almaty on September 19. The meeting was considered by official Bishkek as meddling in Kyrgyzstan’s internal politics, RFE/RL reported. The meeting, which came just over three weeks before Kyrgyzstan holds an election to replace President Almazbek Atambayev, prompted an angry note from the Kyrgyz Foreign Ministry. "The Kyrgyz side considers the statements [made during the meeting] and the wide coverage of the meeting by the Kazakh side as an attempt to influence the choice of Kyrgyzstan's people and interference into Kyrgyzstan's internal affairs," the Kyrgyz Foreign Ministry said. Kazakhstan responded hours later with a similarly pointed message expressing “extreme surprise” at Bishkek’s statement. “The meetings of the head of state with prominent politicians and leaders of political parties of different countries at their request take place on a regular basis and fully comply with international practice,” the Kazakh Foreign Ministry said, adding that on August 14 in Astana, Nazarbayev held a similar meeting with another Kyrgyz presidential candidate, ex-Prime Minister Sooronbai Jeenbekov. Babanov, who served as prime minister in 2011-12, is a rival to the candidate that Atambayev has endorsed, Sooronbai Jeenbekov, who himself stepped down as prime minister last month. During the meeting with Babanov in Kazakhstan’s largest city, Almaty, Nazarbayev "stressed the necessity to further strengthen ties between the two brotherly nations," according to the presidential office. "During the years of Kyrgyzstan's independence, I have always tried to work fruitfully with all your presidents," he told Babanov. "We will be continuing to effectively cooperate with a new president the Kyrgyz nation will grant the trust." Babanov was quoted as saying that when he was prime minister, Nazarbayev was "always providing us with all possible assistance."

UN fully supports Uzbekistan efforts to strengthen regional cooperation in Central Asia

TASHKENT (TCA) — Under the President Shavkat Mirziyoyev, who came to power after the death of longtime autocrat Islam Karimov in 2016, Uzbekistan intends to forge closer cooperation with neighboring Central Asian countries to solve all "vitally important issues," Uzbekistan’s Foreign Minister Abdulaziz Kamilov said at the international conference, “Central Asia — A Major Priority Of Uzbekistan's Foreign Policy”, held on August 11 in Tashkent.
