Only days after the Taliban announced its “spring offensive” throughout Afghanistan, the much-feared extremists already keep the initiative both in the southwest and the northeast. ASHGABAT (TCA) — The shareholders of the TAPI Pipeline Company Limited (TPCL) signed an Investment Agreement on April 7 in a ceremony witnessed by petroleum ministers and senior government officials of Turkmenistan, Afghanistan, Pakistan and India, and senior Asian Development Bank (ADB) officials.
