Kyrgyzstan: EU transfers 6.5 million euro budget support grant for social protection sector

BISHKEK (TCA) — On December 18, 6.5 million euro was transferred by the European Union to the treasury account of the Ministry of Finance of Kyrgyzstan as budget support grant for social protection sector. The tranche will be received by the Kyrgyz Government in the coming days, the Delegation of the European Union to the Kyrgyz Republic said.

This is the second payment out of a 26 million euro allocated for the budget support programme to help the Kyrgyz Government implement its Social Protection reform agenda.

The first payment totalling 4.25 million euro was done in the beginning of 2016. The final payment is expected to be done by the end of 2019.

The main objective of this European Union’s support is to expand the range and quality of social services, particularly for children at risk, implement government policy on child protection as defined in the Children’s Code adopted in May 2012 and help sustain key reforms and achievements made in social assistance mechanisms through earlier programmes as well as ensure their continuity.

In the area of public finance management, the objective is to improve the effectiveness of public expenditure in the social sector and ensure better budgetary allocations, performance assessments, and enhanced monitoring through enhanced internal audit, in line with Government’s medium term reform priorities.

In addition, as a complement to the budget support, the European Union provides policy advice, technical assistance and training to the staff of the Ministry of Labour and Social Development and the Ministry of Finance.
