The main tasks outlined in the Concept are:
– to form economic centers and growth points for increasing the economic activity of the population;
– to develop specialization of the country’s regions and establish economic clusters;
– to create the necessary conditions for provision of quality public services in the regions;
– to form an individual approach to the development of each region.

The Concept names 20 pilot cities and towns to become development centers. These are Bishkek, Osh, Karakol, Balykchi, Naryn, Kochkor, Tokmok, Kara-Balta, Talas, Isfana, Batken, Kadamjai, Uzgen, Kara-Suu, Sary-Tash, Tash-Kumyr, Kara-Kul, Jalal-Abad, Kerben, and Kochkor-Ata.

The authors of the Concept have analyzed the economic specialization of each region of the country.

The Concept will be used as the basis for preparation of detailed development programs for each particular city or town which will become growth points of the regions.

Such development programs for the pilot cities and towns will also establish Centers of Services for the Population and Centers of Services for Business, as well as other facilities to improve the quality of public services.
