Kazakhstan to complete modernization of Shymkent refinery by end-2017

ASTANA (TCA) — Modernization of Shymkent oil refinery and Shardara hydro power plant (HPP) will be completed by the end of 2017, the CEO of Sovereign Wealth Fund Samruk-Kazyna, Umirzak Shukeyev, said during his visit to the Fund’s objects in South Kazakhstan region.

The projects of Samruk-Kazyna group of companies are included in the State Program of Accelerated Industrial and Innovative Development of Kazakhstan. The project for modernization of Shymkent refinery (PetroKazakhstan Oil Products LLP) is implemented by national oil and gas company KazMunayGas, and the project for modernization of technological equipment of Shardara HPP by Samruk-Energy, Samruk-Kazyna said.

The Fund’s group of companies also implements another priority project in the South Kazakhstan region — construction of the Transport and Logistics Center of national railway company Kazakhstan Temir Zholy in Shymkent.

The modernization of Shymkent refinery will significantly improve the quality of the production, its ecological compatibility and ensure the production of supergrade fuel that meets the requirements of the ecological class K5 (analogue of Euro-5 in the EEU countries). After the modernization the refinery will increase oil refining from 5 to 6 million tons per year.
Modernization of all three refineries of Kazakhstan will provide import substitution in the market of automotive fuel of Kazakhstan by 2018.

The modernization of all four hydroelectric units of Shardara HPP will increase its installed capacity by 26%.

The new transport and logistics center is located 2 km from the international airport of Shymkent, 4 km from the international highway Western Europe-Western China, and 500 meters from the Trans-Asian Railway. The project is necessary to centralize the flow of export of fruit, vegetables, and meat. The transport and logistics center will also provide the distribution function of goods imported from China and Russia for the southern regions of Kazakhstan, which reduces the cost of goods for consumers. Currently, most of the work on the project has been completed, and the center will be put into operation in October 2016.
