Central Asia’s Increasing Profile in Global Climate Policy

Between 11 and 22 November, the 29th Conference of the Parties (COP29) to the United Nations Framework Convention on Climate Change (UNFCCC) will take place in Baku, Azerbaijan. In the run-up to this global event, Central Asian countries have been continuing their integration into the cooperative implementation of the global energy and environmental agenda. Such measures include, but are not limited to, commitments to reducing methane emissions, contributions to green supply chains, and — for Kazakhstan in particular — its nuclear policy based on multi-vector diplomacy. One may anticipate their especially enhanced presence in view of the fact that several them have strategic-partner relations with Azerbaijan, which is cooperating with them also in the implementation of the Trans-Caspian International Trade Corridor (TITR or "Middle Corridor"). The Central Asian states are using their implementation of global energy and environmental priorities as an instrument to integrate further into the international system. Following their participation at COP28 (30 November – 23 December 2023, in Dubai, United Arab Emirates), all five of them signed the Global Methane Pledge to reduce methane emissions by at least 30% by 2030. They have also stepped up their contributions to green supply chains, signalling their ambitions to become more important players in global geoeconomics. At the same time, these initiatives also seek to promote domestic economic diversification. Kazakhstan, in particular, continues to play a central role with its multi-vector approach, notably in the nuclear energy sector, positioning itself at the intersection of sustainability and global energy security. Kazakhstan holds 12% of global uranium reserves. It became the world’s leading producer in 2009 and in 2022 accounted for 43% of global production. In Central Asia, Uzbekistan has a Rosatom-sponsored NPP project under way, as does Kyrgyzstan. Along with Kazakhstan, Uzbekistan and Turkmenistan in particular actively engaged in discussions on climate policy at COP28, acknowledging the need to balance their resource-rich economies with global sustainability goals. One of the key outcomes was the region's collective involvement in the Global Methane Pledge. Global environmental policy bodies have assessed that methane emissions are a significant concern for global climate policy. The effect of this assessment will be to load still greater financial burdens on oil and gas companies by making development of hydrocarbon deposits, and the transmission of hydrocarbon resources to market, more expensive. Kazakhstan’s commitment to cutting methane emissions by 30% by 2030 exemplifies this shift, signalling a readiness to reform domestic industries in line with global climate targets. Turkmenistan has the highest methane emissions intensity in the region, but challenges remain in terms of monitoring and implementation. Uzbekistan’s leadership was also highlighted at COP28. The country’s ambitious plans to scale up solar and wind energy by 2030 align with broader regional goals of reducing dependence on hydrocarbons. This is Tashkent's (and the region's) way of enhancing their profile as "good global citizens" as policy decisions by political bodies at the international level increasingly emphasize decarbonization. Kazakhstan Reinstates Kulans in Wild Natural Habitats

Kazakhstan’s Ministry of Ecology and Natural Resources has announced the successful reintroduction of  kulans — Asiatic wild asses — to the country’s Ile-Balkhash and Altyn Dala nature reserves. As a result of overhunting and competition for grazing with other livestock, wild kulans became extinct in Kazakhstan in the 1930s. To restore the species' population, long-term projects were implemented. Between 1953 and 1961, 14 kulans were transported from Turkmenistan to Barsakelmes Island in Kazakhstan and in 1982, when their number reached 200, the animals were transferred to the mainland Altyn-Emel National Park. Today, the country boasts two large herds of kulans in the Barsakelmes Reserve and the Altyn-Emel National Park, with that in the latter, numbering 3,965, representing the largest in Kazakhstan. The steady growth of the kulan population has also made it possible to resettle the animals in other historical habitats. On September 28-30, 43 kulans were transported from the Altyn-Emel National Park to the Ile-Balkhash Reserve in southern Kazakhstan and a further 24 kulans were released into temporary enclosures on the Altyn Dala Reserve in the central Kostanay region. In a move to reintegrate other indigenous species in the region, Kazakhstan has also reintroduced Przewalski's horses and Turan tigers to their historical habitats this year.

Tajikistan Strives to Protect its Natural Environment Against Climate Change

Climate change is having an increasing impact on Tajikistan's flora and fauna and climatologists predict further drying up of regions, jeopardizing the country's biodiversity. According to the International Union for Conservation of Nature (IUCN), over 860 species have disappeared worldwide since 1500, and some 17,300 species are currently under threat. To mitigate the effects of climate change in their country, Tajik scientists have urged that measures be taken to preserve rare species of plants and animals. Speaking on the issue, Khikmat Khisoriev, a doctor of biological sciences and an academician at the National Academy of Sciences of Tajikistan, stated that climate has changed cyclically throughout history, with alternating periods of cooling and warming . In recent decades, however, the significant increase in the  rate of warming has a powerful impact on plant life. Rapid changes in environmental conditions do not allow  plants time to adapt, leading to the extinction of vulnerable species such as the anzur onion, the Vavilov almond, and other endemic plants of Tajikistan. The loss of rare species of economic importance is a particular concern. For example, the endemic plant Ferula Tajiki, widely used in medicine, is on the verge of extinction due to intensive harvesting. Such processes lead to a decrease in the country's biodiversity, and ecosystems are becoming less resistant to external changes. Climatic change is also affecting wildlife. According to Abdusattor Saidov, zoologist and corresponding member of the National Academy of Sciences of Tajikistan, changes in humidity in Tajikistan's mountains  can significantly impact the composition of vegetation, and in turn, forage for wildlife. Forced to migrate in search of food,  Tajikistan's populations of species such as the Marco Polo sheep, Siberian ibex, and snow leopard, could potentially diminish. The situation is also aggravated by anthropogenic factors including excessive collection of plants, poaching, and economic activities, which are especially dangerous for species with restricted habitats. Among such species is the Apollo Autocrator butterfly which living in the Pamirs, is unable adapt to change as quickly as other organisms. To combat these challenges, the Government of Tajikistan has developed the “National Program of the Republic of Tajikistan ‘Green Country’ for 2023-2027" to address climate change, restore ecosystems, and develop a green economy. The program aims to plant 65 million trees by the end of 2025, creating protected areas, and introducing modern technologies for sustainable management of natural resources. Biodiversity conservation also includes expanding the network of protected areas. Tajikistan already has reserves and national parks covering 22% of the country's territory, in which 70% of flora and fauna species are preserved. Much more, however, needs to be done to fully compensate for climate change and anthropogenic impact losses. In addition to more effective measures to protect rare species, such as introducing quotas for plant collection and controlling economic activities in habitats, other necessary measures include developing zero-waste technologies, and public education programs to raise awareness of the importance of nature conservation. New Report From World Bank Condemns Tashkent Air Quality

A new World Bank report entitled "Air Quality Assessment for Tashkent and the Roadmap for Air Quality Management Improvement in Uzbekistan" gives a frightening assessment of the air quality in the country’s capital. The report finds that ambient PM2.5 concentrations in Tashkent, which peak in winter, substantially exceed international air quality standards. The annual average concentration exceeds six times the WHO’s average yearly guideline of 5 µg/m3. In Tashkent, PM2.5 ambient air pollution has considerable health and economic costs. It can be linked to health costs equivalent to 0.7% of Uzbekistan’s gross domestic product (GDP). Most air quality-related diseases and premature deaths in Uzbekistan and worldwide are linked to PM2.5, which the World Health Organization (WHO) has identified as the pollutant with the gravest health risk. According to IQAir, Tashkent, like other Central Asian cities, frequently ranks among the world's most polluted urban areas. According to the report, the primary sources of human-caused PM2.5 pollution in Tashkent are the heating (28%), transport (16%), and industrial sectors (13%). Cross-boundary sources like windblown dust (36% PM2.5 pollution) dominate in the summer, while commercial and residential heating is the primary source of PM2.5 pollution in the winter. The report’s AQM roadmap for Uzbekistan formulates priority actions such as updating air quality standards and legislation, developing a national AQM strategy and coordination mechanism, and taking measures in the industrial, transport, and heating sectors, which are most responsible for air pollution. The AQM roadmap recommends investments in emission reduction measures. The roadmap suggests that emissions from the heating sector can be reduced by improving the quality of fuels used and the efficiency of heating appliances, implementing energy efficiency measures, and switching to cleaner heating alternatives. At a government meeting on October 9, Uzbekistan’s President Shavkat Mirziyoyev reviewed a draft master plan for the city of Tashkent until 2045. Today the population of Tashkent is more than 3 million people, and it keeps growing. Over the past ten years, the average air temperature in Tashkent has increased by 1 degree Celsius. The number of cars is rising, and traffic is becoming increasingly congested. The new master plan takes these aspects into account. It plans to increase green areas in Tashkent and its suburbs threefold to 25,000 hectares, which will increase per capita green area from the current 3 to 6 square meters. Mirziyoyev emphasized the need to turn Tashkent into a city where at least 7.5 million people can live and work.

Water Supply Plan to the Aral Sea is Almost 100% Complete

This year, the Aral Sea received 977 million cubic meters of water, which allowed it to fulfill the water supply plan by almost 100% during the irrigation period. This is the first time in the last five years it has got close to 100%. Deputy Head of Aral-Syrdarya Basin Inspection Zeinollah Kaztoganov noted that this year, the volume of water flowing into the Northern Aral increased to 60-70 cubic meters per second, ten times more than in previous years when the figure was 7-10 cubic meters per second. Now, the total volume of water in the Northern Aral is about 22 billion cubic meters. Additionally, more than 45 million cubic meters of water were directed to Akshatau, Sorgak, and Kamystybas lakes, which positively impacted fishing and tourism: water salinity decreased, and fish populations increased. If the catches of local fishermen earlier were only 400 tons a year, this year they reached over 7,500 tons. Kuntugan Turganbayev, a 76-year-old fisherman from the village of Karateren who has been fishing all his life, said that with the inflow of water into the Aral Sea, there is a prospect for the development of fisheries. He noted that this year, there are more fish than last year, and if the current water level in the Aral Sea is maintained, the fishery will continue to grow. Meanwhile, Uzbekistan's Ministry of Water Resources and Irrigation and the World Bank are developing the second phase of a program to conserve the Northern Aral Sea. This program is aimed at improving water supply, construction, and modernization of water infrastructure. The main objective is to support sustainable water use, which includes the development of agriculture, tourism, and fisheries in the region. The project also provides for the establishment of an automated water management system, which will help control water flows effectively and ensure stable water levels in the Northern Aral Sea.

Anniversary of the Ashgabat Earthquake Tragedy

In every city's history, there are events that forever change its image and the fate of its inhabitants. The night of October 5-6, 1948, marked a turning point for Ashgabat, with a tragic event which still resonates in the hearts of those who lived through it. On that warm October evening, no one in Ashgabat could ever have predicted that the next few hours would forever change the fates of tens of thousands of people. Life in the city continued as usual, music played in the parks, lovers strolled along the streets, and students prepared for classes. The starry sky promised a peaceful night... Founded in 1881, when seismology was still young, Ashgabat grew and developed, oblivious to any impending danger. Traditional adobe construction —a mixture of clay and straw—seemed ideal for the dry climate. Year on year, residents renewed their clay roofs, adding new layers without considering that the increasing weight could be a death trap. “Only the stone building of the Central Committee of the Communist Party of Turkmenistan and a few other important buildings were made of quality bricks,” recalled one eyewitness. “It was these buildings, though damaged, that survived, while virtually the rest of the city was reduced to rubble.” [caption id="attachment_24231" align="aligncenter" width="300"] @mchs.gov.ru[/caption] “In the middle of the night - we heard- a menacing rumble, then rumbling and cracking as the ground shook and shimmered...” said one of the survivors, recalling the beginning of the tragedy. At 1.14 am on October 6, 1948, something happened that many Ashgabat residents believed was the start of a new war. Within but a few seconds, the city was a ruin. Academician Dmitry Nalivkin, who was at the epicenter of events, describes the harrowing event: “There was something incredible, impossible outside the window. Instead of a dark transparent starry night, there was an impenetrable milky-white wall in front of me, and behind it - horrible moans, screams, cries for help.” [caption id="attachment_24232" align="aligncenter" width="300"] @mchs.gov.ru[/caption] According to Nalivakin, the city was completely paralyzed. Telephone communications were interrupted, the train station turned into a pile of rubble, and the airfield was destroyed. Overnight, the capital of the republic was cut off from the outside world. In a matter of seconds, 98% of the city was rubble. Lieutenant Colonel of Medical Service Tikhon Boldyrev describes the first minutes after the catastrophe: “A deafening noise like a deep sigh swept through the city, and immediately there was dead silence. The air was filled with thick, suffocating dust. There was no sound, no cries for help, no animal sounds; it was as if every living thing had perished beneath the ruins.” In the darkness, in a dense veil of dust, survivors raked through the rubble with their bare hands, trying to save their loved ones. Alevtina Dubrovskaya, a resident of Ashgabat, recalls, “I found myself covered from head to toe with a mat hanging over my bed, but there was some space with air under it, which saved me from suffocation...” [caption...
