China and Kazakhstan are building the future together, says high-level Chinese diplomat

An article by Ambassador Zhang Xiao of the People’s Republic of China to the Republic of Kazakhstan, which was entitled “China and Kazakhstan are building the future together”, was recently published in Kazakhstani media.

Giving an overview of the past year for his country, the Ambassador notes that China “fully implements the spirit of the XX National Congress of the Communist Party of China and coordinates both domestic and international situation, promoting sustainable economic recovery.” He underlines that in the first three quarters 2023, China’s GDP grew 5.2% year-on-year, “faster than major economies such as the US, the Eurozone and Japan”, and that it “continues to promote comprehensive opening up and international cooperation.”

In terms of bilateral relations, the Ambassador states that the “last year marked the beginning of another ‘golden thirty years’” between China and Kazakhstan, and the results were “fruitful” in the development of an “eternal comprehensive strategic partnership” between the two countries.

The article highlights six main factors for the development of bilateral relations. The diplomacy of the heads of state is credited for the qualitative progression of ties. Strengthening mutual political trust is also an important factor, expressed through the fact that “China and Kazakhstan continue to firmly support each other on issues of core interests, such as safeguarding their sovereignty, security and development interests, and resolutely oppose the interference of outside forces in the internal affairs of the state.” The article also emphasizes that China “firmly supports the path of independent development chosen by Kazakhstan and the measures taken by President [Tokayev] to build a ‘New Kazakhstan’”.

Another factor in the effective development of relations between the countries, according to Ambassador Zhang Xiao, are frequent visits at various levels. In addition, he notes that the joint construction of the “One Belt and One Road” project laid the foundation for new routes. Thanks to this cooperation in the eleven months of 2023, the volume of trade between China and Kazakhstan reached US$36.87 billion, representing an annual increase of 31.1%. China has become Kazakhstan’s largest trading partner and the fifth largest source of investments.

The article also notes that the countries have achieved significant results in the field of humanitarian and cultural cooperation while also maintaining effective international cooperation.

This year marks the 75th anniversary of the founding of the People’s Republic of China and both countries, according to Ambassador Zhang Xiao, “will work together to build a Chinese-Kazakh community of common destiny, characterized by eternal friendship, a high degree of mutual trust, and interconnectedness and make a new contribution to promoting international and regional security, stability, development and prosperity”.

New Law Establishes a National Fund for Children in Kazakhstan

A new law that came into effect on January 1st, 2024, entitled Amendments and Additions to Certain Legislative Acts of the Republic of Kazakhstan, includes provisions regarding the accrual, payment and use of funds transferred from the National Fund to the children of Kazakhstan.  According to this document, all children (up to the age of 18) will receive deductions of fifty percent of the investment income of the National Fund. The project, a first of its kind in Central Asia, is called the “National Fund for Children”.

The National Fund of the Republic of Kazakhstan holds the state’s assets in the form of finances concentrated on the accounts of the Government in the National Bank. It is accumulated via fulfillment of tax obligations on the extraction of mineral resources, rent tax on export of crude oil and gas condensate and royalties, as well as the share of the Republic of Kazakhstan on division of production in kind or money from their realization, with the amount being determined in accordance with the relevant tax legislation.

Lower-end forecasts of savings per child under this new law are calculated to be around US$3,000-4,000. This amount is estimated taking into account the volatility of the capital market and depends on the global economic situation.

Only citizens of Kazakhstan can participate in this program, and any child that changes citizenship loses the right of payment. Furthermore, these funds are exempt from taxation and when a person reaches the age of 18, he or she can decide how to use the sum. It is conceivable that these funds can be used by the new generation to finance their future education, including abroad, or for housing purposes. If the funds are not used within 10 years by the citizen holding the funds, they will be automatically credited to his or her pension account.

Turkmenistan Ushers in the Year of Pyragy

Turkmenistan celebrated the New Year with large-scale celebrations held on the capital’s Alem Square near the country’s main Christmas tree, Turkmenportal reports. Music, songs and dances took place, with the best children’s groups and popular local pop singers performing on stage.

The traditional New Year’s Eve teleconference took place between Ashgabat and the administrative centers of the regions and the new city of Arkadag, during which the president and all citizens of Turkmenistan were congratulated by honorary elders, mothers and hyakims from around the country. The event ended with a live address from President Serdar Berdimuhamedov to the people of Turkmenistan.

Earlier, the Mejlis (parliament) of Turkmenistan had declared 2024 the year of “Magtymguly Pyragy’s Fount of Mind,” in tribute to the great thinker and poet, Pyragy, who is considered the father of Turkmen literature.

Preparations are underway for a large-scale celebration in 2024 of the 300th anniversary of the birth of Pyragy, a 60-meter-tall statue of whom stands at the foot of the Kopetdag mountains in Ashgabat.

The cultural heritage of Pyragy has been recognized at a global level, including by the permanent council of the International Organization of Turkic Culture (TURKSOY). A collection of Pyragy’s manuscripts has been included in the International Memory of the World List, and the day of celebration of the 300th anniversary of the birth of Pyragy has been added to the UNESCO List of memorable dates to be celebrated in 2024-2025.

New Flag of Kyrgyzstan Raised in Ala-Too Square

On January 1st, 2024, the new flag of Kyrgyzstan was raised in Ala-Too Square. Photos of the updated flag were shared by the AKIpress News Agency.

On December 22nd, President Sadyr Japarov signed a law “On State Symbols of the Kyrgyz Republic,” which was adopted to improve the country’s flag. In particular, the adopted law changed the shape of the sun’s rays on the flag of Kyrgyzstan from wavy to straight.

Earlier, at the People’s Kurultai, Japarov had stated that changing the flag was his personal initiative, and also added that the state would not bear the costs.

Several rallies protesting the change have been held since the proposal in October.

Also on December 22nd, Human Rights Watch (HRW) urged the Kyrgyz authorities to drop all charges against activist Aftandil Jorobekov, and to release him after he was arrested for openly protesting changes to Kyrgyzstan’s national flag and charged with calls for mass disorder and civil disobedience. In a statement, HRW said that the charges brought against Jorobekov “violate his freedom of expression and right to peaceful assembly.”

The 39-year-old activist was detained on December 7th, a day after he voiced his disapproval of the bill and announced his plan to hold a peaceful protest in Bishkek’s Gorky Park on December 9th.

“Criticizing the government and calling for peaceful protest is not the equivalent of stoking mass unrest, and it is certainly not criminal,” Sultanalieva said. “The Kyrgyz authorities should drop this absurd case against Jorobekov, and uphold his right to free speech and peaceful assembly.”

Meanwhile, many politicians, activists, and public figures in Kyrgyzstan continue to question the idea to change the national flag. Prominent Kyrgyz athlete and two-time world wrestling champion Jolaman Sharshenbekov wrote on Twitter on December 21st that he will continue raising the country’s old national flag at international tournaments and competitions.

The head of the country’s State Committee of National Security, Kamchybek Tashiev, immediately commented on Sharshenbekov’s post, threatening unspecified repercussions for athletes who “even try” to raise anything other than the amended national flag at sports events. “The law is adopted, and we, the citizens, must obey,” Tashiev wrote.

Tajiks Celebrate New Year in Istiklol Square, Dushanbe

On New Year’s Eve, at the stroke of midnight, thousands of people gathered around the main tree on Istiklol (Independence) Square in Dushanbe, with many citizens from remote parts of the republic arriving for the holiday. Despite the fact that the expected snow did not fall on New Year’s night, this did not dampen the mood of those present.

A gregarious mood prevailed, with dancing and singing. The main festive concert was also held on the square, at which famous artists performed New Year’s songs and traditional melodies, before a large-scale fireworks display added to the festive atmosphere.

$10 Million Jewelry Factory to be Launched in Fergana

A jewelry factory will be created in the Fergana region together with Turkish businessmen. The project was discussed at a meeting of the regional khokim (administrative leader), Khairullo Bozorov, local businessman, Ulugbek Abdurakhimov, and Turkish partners, Ali Uyanik and Jezmi Shen, the press service of the regional khokimiyat reports.

As of now, it is known that the plant will produce gold and silver jewelry. It is planned that a research department and a professional training center will operate at the plant. Its products will be targeted both at the domestic market and for export to Europe and America. The plant is set to create more than three hundred jobs.
