Report Addresses Air Pollution in Almaty

On October 30, the United Nations Development Programme (UNDP) in Kazakhstan, together with the Urban Center of Almaty Management University, presented the results of their joint efforts within the Green and Safe Streets Initiative, which aims to address air pollution in Kazakhstan’s largest city, Almaty. This initiative is part of the regional City Experiment Fund program funded by the Ministry of Finance of Slovakia. The Green and Safe Streets Initiative included three interrelated clusters of activities: a social impact campaign, tactical urban actions on Berezovsky, Turgut Ozal, and Kazybek bi streets in Almaty, and the installation of air pollution measuring devices, which resulted in the development of methodological recommendations. These actions helped identify further steps to address the complex challenge of improving air quality in Almaty. The actions and approaches implemented within the City Experiment Fund framework are expected to help reduce air pollution by increasing green spaces, introducing energy-efficient technologies in the housing sector, improving infrastructure for pedestrians and cyclists, and prioritizing public transport. According to IQAir, Almaty, along with the industrial city of Karaganda, has the highest level of air pollution in Kazakhstan and is among the 25 most polluted cities in the world. The primary sources of air pollution in Almaty are motor vehicles and private-sector and municipal heating that burns coal. During the winter, Almaty is covered by a deep smog that causes severe health problems and a high prevalence of respiratory diseases in the local population. According to an Asian Development Bank report, the decline in Almaty’s air quality is attributable to the city’s population growth, rapid urbanization, inefficient public transportation, and heavy reliance on coal for power generation and residential heating. The city’s valley setting exacerbates these factors, creating ideal conditions for solid temperature inversions during the late fall and winter that trap pollutants in the lower atmosphere. Additionally, the ADB report concludes that the city’s low wind speeds cause pollutants to accumulate and recirculate at the city's surface level.

Storm Washes Dead Seals Ashore on Kazakhstan’s Caspian Coast

Seals have died in mass numbers on the coast of the Caspian Sea in the Mangistau region, according to Azamat Sarsenbayev, a blogger from Aktau. “In the area of Bautino, in Tupkaragan district, after recent storms, hundreds of red-listed seal carcasses were brought ashore; scientists have now counted 151 seal carcasses. According to scientists who are now studying seals in this area (who found the carcasses), some of the dead seals have mechanical injuries on their bodies,” he said. The Akimat of Mangistau region noted that the dead seals were thrown ashore due to north-western and western winds, which caused them to be carried to the coast. The bodies of the animals are in a stage of significant decomposition. Local authorities said the carcasses will be sent for examination to determine the possible causes of the animals' deaths. Samples taken from the 151 seals have been sent to the Institute of Hydrobiology and Ecology, where specialists will conduct toxicological, histological, and virological analyses to determine the exact causes of death. According to the Akimat, the first 51 carcasses were found on October 24, and on October 25 and 26, another 100 bodies of dead seals were found on the same coast. Mass deaths of seals have been repeatedly recorded on the Caspian Sea coast. In December 2022, more than 2,500 carcasses were found in Russia's Dagestan. Studies have shown that the cause of death could be methane emissions, forming gassy areas of air above the water in doldrums, which causes suffocation in animals. In December 2023, similar incidents were recorded on the coast of Dagestan, where waves carried away about 130 seal carcasses, some of which may have been brought by currents from other regions of the Caspian Sea. Regular incidents, including the death of animals in fishing nets and water pollution, hurt the numbers of the Caspian seal, which is listed in the Red Book of endangered species.

Turkmengaz Ends Gas Supply Contract with Gazprom Over Pricing Dispute

Turkmenistan's national gas company, Turkmengaz, has not extended its gas supply contract with Gazprom because the parties could not agree on a new fuel price. Turkmengaz Chairman Maksat Babayev explained: "On June 30, as outlined in the contract, we were set to review prices. If both sides agreed on the price, we could extend the contract. However, after negotiations, we couldn’t agree on the commercial terms. So, as per the contract, without an agreement, the contract was to end on June 30, which is what we proceeded with.” He shared this at a press conference following the “Oil and Gas of Turkmenistan – 2024” (OGT 2024) event. Babayev added that for Turkmengaz, the critical factor in starting, resuming, or ending supplies is the commercial aspect. “Contracts for purchase and sale are considered based on mutual benefit,” he explained. “Currently, demand from the north, west, and east is growing, and we are constantly in talks with various buyers and countries, so resuming supplies to Russia is certainly possible.” In 2019, Gazprom signed a five-year contract with Turkmengaz to buy natural gas through June 30, 2024. The agreement covers an annual supply volume of 5.5 billion cubic meters. Previously, Gazprom's head, Alexey Miller, announced that the company doubled the volume of gas supplies to Central Asia from January to August 2024. According to Miller, the republics' rapid economic and social development has opened meaningful new opportunities for Gazprom, which is currently at the highest possible level of gas supply to Uzbekistan.

Kazakhstan Plans to Equate Nuclear Energy With “Green” Energy

Kazakhstan plans to equate nuclear power with renewable energy sources (RES), such as solar and wind power, and extend to it the same benefits that already apply to them. The Energy Ministry has drafted a bill to incentivize alternative energy sources as part of the transition to a green economy, including the development of hydrogen energy. According to a document published on October 18 on the Open Regulatory Legal Acts portal, the discussion will last until November 11. One of the main problems identified in the draft is the need for legislative preferences for nuclear power despite its potential as an environmentally friendly source. In 2023, the share of RES in Kazakhstan was only about 6% of total electricity generation, emphasizing the need to develop alternative sources to reduce carbon emissions. Kazakhstan intends to follow the EU's example. In 2022, the EU recognized nuclear power as “green.” This recognition opens the way to receiving benefits and subsidies for future nuclear projects, including Kazakhstan's first atomic power plant. At the same time, the bill's authors noted that the analysis of international experience points to the constant clarification and supplementation of legislation considering current realities (technology development, market structure, global experience, and the current situation in the country). In particular, in Germany, the law on renewable (alternative) energy sources has undergone six amendments, including an increase in the targets for using alternative energy sources, adjustment of support measures taking into account the achieved level, and so on. Since 2000, various programs have been developed in Poland to supplement and clarify the different incentives for developing alternative energy sources.

200 Million Cubic Meters of Water Directed to the Aral Sea

In 2024, agrarians from the Kyzylorda region of Kazakhstan introduced water-saving technologies on 55,000 hectares of rice fields, saving over 200 million cubic meters of water. These saved resources were directed to the Aral Sea, helping to improve its water levels. During this year's irrigation season, about a billion cubic meters of water were delivered to the Northern Aral, three times more than last year. Since the beginning of the year, the volume of water sent to the sea has reached 2 billion cubic meters, and the total water in the sea has reached 22 billion cubic meters. Kazakhstan's Minister of Water Resources and Irrigation, Nurzhan Nurzhigitov, emphasized that this result was made possible not only by effective water diplomacy with neighboring Central Asian countries but also by actively using water-saving technologies. To encourage their use, the government has increased subsidies to farmers. In 2024, subsidies rose from 50% to 80%, and in the next three years, will be brought to 85% for small-scale farms using efficient irrigation methods. These measures aim to further restore the Aral Sea's water level, which is one of the region's leading environmental objectives. Successes in water conservation demonstrates that innovative technologies can be crucial for addressing perennial water scarcity and ecosystem restoration. Water diplomacy in Central Asia plays a crucial role in solving the problem of water level reduction in the Aral Sea. Uzbekistan is actively cooperating with Kazakhstan, Tajikistan, and Kyrgyzstan on the rational use of water resources in the Amu Darya and Syr Darya river basins. One critical steps was the signing of an agreement on the exchange of electricity between the countries, which has allowed the volume of water used for irrigation to be regulated, and improved the state of the region's ecosystem. In addition, Kazakhstan and Uzbekistan are actively introducing water-saving technologies to optimize water consumption in agriculture, which is freeing up resources to replenish the Aral Sea. These measures have helped to increase water inflow to the Northern Aral Sea in recent years, maintaining its level and improving conditions for local ecosystems.

Central Asia: Working Together on Border Landscapes

Talk of closer cooperation among Central Asian countries has ebbed and flowed as far back as the period after independence from Soviet rule in the early 1990s. The goal of a more unified region is a work in progress, though one promising area of collaboration is a plan to restore and protect damaged ecosystems in border regions. The first regional meeting on the topic, held this month in Tashkent, Uzbekistan’s capital, brought together government officials from the host nation as well as Kazakhstan, Kyrgyzstan, Tajikistan and Turkmenistan. The portfolios of the delegates were nature preservation, protected areas, emergencies, agriculture, and forestry. They talked about coordinating on wildfire alert systems in cross-border areas, erosion control, tree-planting and nature-oriented tourism in protected areas and other sites shared by Central Asia countries, according to the Regional Environmental Centre for Central Asia, a non-profit group based in Almaty, Kazakhstan that promotes regional dialogue on the environment. The group, which organized the Tashkent meeting, was created in 2001 by the five Central Asian states as well as the European Union and the United Nations Development Programme. The initiative is supported by a $256 million World Bank program to restore degraded landscapes in the region. The World Bank has noted big progress toward poverty alleviation and economic growth by Central Asian countries in the last decades. However, it has cautioned that oil and gas extraction in Kazakhstan, Uzbekistan, and Turkmenistan have taken a heavy environmental toll, while soil erosion and water scarcity have accompanied land development in Kyrgyzstan and Tajikistan. Arid conditions exacerbated by climate change and inefficient management threaten transboundary water resources, a problem that is becoming increasingly severe. “A key example of tragic impacts on livelihoods and health of communities in Kazakhstan and Uzbekistan and across the region are massive sand and salt storms originating from the land areas once covered by the Aral Sea,” the Regional Environmental Centre for Central Asia said. It cited an international disaster database as saying more than 10 million people in Central Asia have “suffered from land degradation-related disasters” since 1990, inflicting damages estimated at around $2.5 billion. Central Asian countries also seek to collaborate on early warning systems and other emergency precautions as they face a variety of natural hazards, including floods, landslides and droughts. Supported by United Nations agencies, the heads of the national emergency departments of Kyrgyzstan, Kazakhstan, Tajikistan and Uzbekistan convened in August at a lakeside resort town in northern Kyrgyzstan. There, they shared information and experiences.
